A complaint by a Portuguese citizen revealed one of the most serious scandals in the sector of aesthetic clinics in Tirana. In April 2024, the foreign citizen had requested to perform three aesthetic interventions at a private clinic at the 'International Medicare' clinic near "Zog i zi". He declared to the police that he had been deceived, as he had paid a total of 5,200 euros without receiving any medical services in return.

According to his testimony, the three interventions were promised to him at different times, but the date of the operations was always postponed for no clear reason. The Portuguese stated that he had made the payments in person to a clinic employee, named Xhuana Liko, who was introduced to him as the hospital director.

But, during the investigation, Liko claimed that she was never a director, but only a receptionist, who acted under the instructions of the clinic's real owners, Turkish citizens Bilal Kara and Geriana Arapi. They are currently outside Albania, in Turkey and North Macedonia, respectively, and are wanted by the police.

Upon receiving the complaint, investigators conducted a search of the private hospital premises, where they found a series of serious violations that directly endangered the health of patients. Among them were discovered expired medications and preparations prohibited for use, which were kept in the clinic premises. Payments made manually, without any financial documentation or through the banking system and with undeclared employment.

The scandal escalates further when the hospital's chef, Edmond Zaja, is appointed the clinic's official administrator, despite having no training or knowledge in managing medical services. Zaja, 62, who was arrested by the police, was initially hired to prepare patients' food, but was later forced to sign on as the clinic's administrator.

The investigation was further deepened by the testimony of a Turkish doctor who stated that he regularly came twice a month to perform cosmetic surgeries at this clinic. According to him, he had performed over 20 operations, all without being legally registered, in clear violation of the Albanian law on health services and cosmetic medicine.

Currently, in-depth investigations are underway against the clinic and its leaders, while authorities have initiated procedures to block its activity and criminally refer the persons involved./ A2
