Bllako claims innocence: I only initialed three letters about the Tirana

Alqi Bllako's defense stated that the project data for the construction of the Tirana incinerator was provided by the Municipality of Tirana. The defense stated in the hearing that Alqi Bllako simply initialed the documents, which he was required to do due to his function.

So according to them, he receives documents from institutions and sends them to the minister, this was his role. According to the lawyers, Alqi Bllako has not benefited from this issue. He was not a member of the commission regarding this issue. In the 15 meetings he did not participate, he signed 3 documents due to the administrative hierarchy.

The lawyers claim that Bllako signed the letters that were sent to him by the responsible institutions. The defense claims that Bllako's family helped a company owned by Zoto to test the equipment for carbonated drinks. The defense has requested acquittal for Alqi Bllako.

Bllako himself claimed innocence, saying that there was no conflict of interest and that he did not sign any documents in violation of the law, except for those foreseen according to his hierarchy.

"I have prepared my submissions in writing, first of all I declare myself completely innocent as none of the legal criteria are met as far as the criminal offense of passive corruption committed in two cases is concerned. The procedural body has not managed to prove any legal violation on my part in relation to my functional duty. The Secretary General has had no role in this procedure, and I did not even participate as an observer in the meeting of the commission for granting the concession.

The procedural body claims that I intervened with Zoto to hire Vladimir Bezhani. The latter was hired in November 2014. Mr. Bezhani is not part of my social circle, nor family, I did not know Mr. Bezhani before, but in 2017 when I started working as Secretary General at the Ministry of Environment", said Bllako.
