The Minister of Tourism and Environment Mirela Kumbaro, in the interpellation about the law of protected areas, said that this law solves the problems in the territory.

"And the filters provided by the protection law are very clear, from the Agency of Protected Areas, to the Ministry of Tourism and Environment, to the National Council of the Territory, whose role was also in the preceding law, and to the Decisions of the Council to the Ministers as a degree and guarantee of the appropriate protection measures and the guarantee of interventions that are allowed only in function of the environment and elite and environmentally friendly tourism projects. The Ministry of Tourism and Environment states that - despite the fact that many protected areas in the countries of the European Union are administered by Municipalities and local regional administrations, Albania must continue to keep the control and administration of these areas focused on the Agency of Protected Areas, which the amended law already guarantees it", explained Kumbaro.

Following her speech, Minister Kumbaro also mentioned all the decisions of the majority that over the years have increased the area of ​​protected areas to 21.5% of the territory of Albania.

"It is this political majority that established criteria and control for the protection of the territory, it is this government that, following the decisions of the National Council of the Territory in 2020, starting from January 2022, we gave Vjosa the status of the area for the first time protected to declare it a Natural Park at that time; we also made the Shala valley part of the protected areas with the status of Natural Park for the first time; we united Theth, Valbona, Gashi River, creating the Albanian Alps National Park, from Shkodra and Malësia e Madhe to Tropoja, with a doubled area; we declared Mount Munella a Natural Park; Syrin e Kaltër, also from a mere natural monument, we gave the status of Natural Park to the whole area by expanding it around to an area of ​​290 hectares; In the same way, the Natural Park of Ulza was expanded; The Natural Park of Zagoria was not a protected area at all before. So to put it briefly, the area of ​​protected areas increased from 17.5% to 21.5% of the territory of Albania, with 12 National Parks, 718 Natural Monuments, 23 Natural Parks. And the reason why I am mentioning them very briefly is just to remember that the protection of Albania's natural resources has been and continues to be the vision of this government, it is will, it is expertise and of course it is courage. Because it is not easy to protect entire natural areas in a small country like Albania, with extraordinary needs for economic development and employment and with serious social wounds due to the defects of history. This is a vision towards sustainable development and a sign of emancipation and social and political maturity of the country", said Kumbaro.

As for the law, Kumbaro clarified that it is in line with the international standards of the International Union for the Protection of Nature (IUCN) where Albania joined for the first time in 2024. "The amended law is in line with the international standards of environmental protection such as those of the IUCN and the relevant European directives, and above all with the spirit of the times, to achieve the necessary balance between the protection of nature and biodiversity".

DP MP, Ina Zhupa ironically emphasized that according to her, Minister Kumbaro has not given any argument about the benefits of investments in protected areas and that according to her these investments are made for the benefit of the oligarchs.

"You had no argument why investments in protected areas are important and what good they provide. You have the 4 D propaganda projects and the 5 D thefts. I wish that for the protected areas, I wish that you did not prepare a 5 M theft, with 5 ministers who prepared the protected areas. It makes no difference. You have destroyed the protected areas, you have only made propaganda. You have entered the protected areas only the course of the Vjosa River, but not the river bed. We are not against tourist investments, but not in protected areas, let them do it on the border with protected areas. Tell us what good it brings to the country when you destroy protected areas. To give free public land, the protected area, to destroy it, which the minister could protect. You have no connection with reality. The law you made for Andi, only if there was an oligarch's last name" , said Zhupa.
