The draft statute proposed by Prime Minister Edi Rama for an agreement between Kosovo and Serbia is revealed.
This document, which was sent to French President Emmanuel Macron and German Chancellor Olaf Scholz on June 7, has 3 main objectives.
It aims to implement the Basic Agreement of 2013 as well as that of 2015, creating a framework for self-management with essential autonomy for the Kosovo Serb community, as well as dual protection.
Rama emphasizes that the statute is sent to the Constitutional Court of Kosovo for evaluation, while the association should not replace, overlap or reduce the rights of any of the communities residing in these municipalities. Regarding the functioning of this community of municipalities, Rama envisages an organizational structure including the Assembly, the President and the vice-president, the Board, the advisory group, the administration and the complaints office, "TvKlan" reports.
Regarding the relations with the central authorities, Rama suggests that this community does not replace or undermine the constitutional and legal relations between the central and local authorities in Kosovo. Also, the first two years after starting work, the community will be monitored by the EU.
The new structure that Rama suggests is that the community can draft advice and technical expertise in the drafting of legislation, as the Consultative Council for Communities does. At the end of the draft, it is said that it has received the support of Germany, France, Italy and the USA, while despite the initial objections, both Kosovo and Serbia have described it as a good basis for the normalization of relations.
