Less than a year after the local elections and when there is only one budget to be approved before facing the people for the end of the 4-year term, Edi Rama gathered the mayors asking for two things; " financial discipline and new sources of income ".

The Prime Minister "threatened" that if they do not balance the budget and do not collect taxes, the municipalities will be taken over by the state. According to him, only 45 municipalities have no problems.

" As the whole world does, taking municipalities into administration when they go into collapse and the situation becomes a pit that can no longer be filled.
