Prime Minister Edi Rama participated, this Wednesday, July 1, in the European innovation and entrepreneurship forum "Ruhr Summit", where he shared his vision on changing the concept of power and the importance of knowledge in the digital age.

During his speech, the head of government emphasized that today power is no longer measured by physical strength or accumulated wealth, but by intelligence and information, describing this transformation as a "silent revolution."

He underlined that intelligence and the raw material of knowledge are now being distributed everywhere, regardless of the geographical size of a country. Rama expressed his honor to have been invited to this summit as a representative of Albania, which he considered one of the “smallest intelligent laboratories” in Europe.

"The people of this region stayed within the framework of the country's economy. I don't think there's a better place to raise the same question, how power appears today and who owns it. Throughout human history, power was something that could be measured. Power was heavy and accumulated, and history became the history of the "fortunate" or "human" ones."

Intelligence is easy. It does not come naturally to those born in rivers. The first and rarest commodity in our history was knowledge, and this is becoming increasingly important. This is the silent revolution, which is spreading to all countries. I have been invited as a representative of one of the smallest intelligent laboratories in Europe", said Rama.

The head of government further focused on the country's digital transformation, emphasizing that Albania now offers around 95% of online services through an "administrative revolution" that has avoided corruption, as the algorithm does not take bribes.

He introduced the virtual assistant "Dielli" and the "Gof AI" project, explaining that the integration of artificial intelligence in governance does not aim to replace people, but to strengthen institutions and increase transparency.

With a touch of humor, Rama added that this innovative system is being strengthened with the aim of being sold to Germany itself in the future.

"We made a revolution, not to reinvent the state, but to create a relationship between the citizen and the state. Albania has more than 1,000 digital services. With 95% of digital services, citizens no longer need to meet people. The only services that are not yet online are marriages and fingerprints. We gave this intelligence a face, we gave it the name "Sun" and we did what no government has done, we gave it a title.

We brought artificial intelligence into government not to replace civil servants. Not to replace people, but to strengthen institutions. Our goal is to empower it and then sell it to Germany. I was told to speak briefly, but it is not a good thing to invite someone from the Balkans and then ask them to speak briefly. Artificial Intelligence gives them more information and makes harmful mistakes impossible to hide. The algorithm does not take bribes.

If the Sun is our face, “Gof AI” is our identity. Think of it as an institutional intelligence. Artificial Intelligence is often described as the next industrial revolution, but in fact I think it is the administrative revolution. With artificial intelligence, capacity comes not only by expanding, but by becoming smarter”, the head of government further added.
