The Chairman of the DP Parliamentary Group, Gazment Bardhi, has addressed diplomatic missions in the country and international institutions for the violation of the consensus in the implementation of territorial reform by the SP.

In the letter dated July 27, 2026, Bardhi explains that the SP's approach contradicts international standards in this field, the requirements of European institutions, the European Charter of Local Self-Government, and the obligations that Albania has assumed as part of the European Union membership process.

"As in 2014, there is a risk that the review of administrative boundaries will be used to achieve a territorial reconfiguration with electoral impact, influencing the results of future elections for mayors, municipal councils and, indirectly, even parliamentary elections. Changing the boundaries of municipalities and regions without political agreement, without consensus and without an inclusive and transparent process inevitably creates electoral consequences and advantages for the majority in power. For this reason, such a reform cannot be considered sustainable nor acceptable by all political parties," writes Bardhi.

In the letter sent on Monday, Bardhi asks that partners intervene in this process.

"In defense of these principles and in continuation of the continuous support that your institutions have given to the strengthening of democracy in Albania, we would appreciate any intervention or public appeal addressed to the Albanian authorities and the parliamentary majority to reconsider this decision, to restore the mandate of the Special Commission until October 2026 and to guarantee the completion of the Territorial Reform through a fully inclusive, transparent and consensus-based process. Any product of the Commission, before being approved by the plenary session of the Assembly, must be certified by the Venice Commission or the Congress of Local and Regional Authorities of the Council of Europe, as the two most specialized organizations in this field," states the letter from the head of the PD parliamentary group, Gazment Bardhi.

The DP Parliamentary Group has also drafted a detailed report on the majority's behavior in this process, arguing that European principles for administrative-territorial reform are being violated.
