The last amendments of the VKM No.408, dated 13.5.2015, "ON THE ADOPTION OF THE TERRITORIAL DEVELOPMENT REGULATION" came into force on Friday.

From today municipalities will only grant building permits for objects up to 5000 m3. With this change, the permits greater than this volume will be concentrated only in the hands of Prime Minister Edi Rama, who will now play the role of endorsing any architectural project over this specified volume.

According to this decision, 61 municipalities in the country and their mayors will no longer have any competence for important building permits, and their work will now be done by the ZHT and KKTU.

As a result of these changes, the other worrying decision is the construction of TIP housing in rural areas.

"Project TIP" is called projects designed and approved by the relevant local authority for housing and residential purposes in rural areas, in accordance with the planning documents in force."

With this article, the opposition alleles that the right of every individual living in rural areas is violated, to build the house as they wish, by enforcing the law. On the other hand, this decision brings out many architects old and young, who are denied the right to exercise the profession privately.

Also worrying is the fact that the changes passed in silence without the opposition of anyone, not even the government's own rules and mayors.
