Emergency meeting of the Dimal Municipal Council, vote against unification with Berat

The Municipal Council rejected the proposal to merge Dimal

The Municipal Council of Dimal has opposed the proposal to merge the municipality and its union with Berat, as part of the Socialist Party's proposal for the new territorial map.

In an emergency meeting held on Monday, 18 out of 21 members of the Municipal Council voted in favor of declaring the merger report invalid and in favor of Dimal continuing as a separate local unit.

At the beginning of the meeting, a report was read arguing the proposal for the merger of the two municipalities.

According to the advisors, among the arguments presented were the early historical connections between the areas, their location along the Osum River, and the existence of the Regional Hospital in Berat.

But the majority of City Council members rejected these arguments, claiming that they do not match the analysis of the expert report and that there is a lack of facts and feasibility studies that would prove the benefits of Dimal's merger.

The councilors also brought up the municipality's financial performance as an argument.

According to them, over the last 10 years, the Municipality of Dimal has realized an average of about 38 percent of investments with its active budget, ranking fifth in the country. For the Municipality of Berat, according to the same argument, this indicator has been on average about 7 percent.

For this reason, the advisors argued that merging with Berat would not increase Dimal's investment capacities.

According to them, the meltdown could also have negative consequences for the local economy and especially for farmers, who have been exporting agricultural and greenhouse products to international markets for years.

The legal argument was also raised at the meeting. Referring to Article 89, the advisors claimed that, in the circumstances where the report does not argue through facts and feasibility studies the advantages of the merger, the proposal should be considered invalid.

In the end, 18 out of 21 councilors voted against the merger of Dimal, demanding that the municipality continue to function as a separate local unit.
