The Albanian Ministry of Foreign Affairs reacted today to the statement made by Ukrainian President Volodymyr Zelensky in Serbia, that the state of Ukraine does not recognize the independence of Kosovo.

The MEPJ states that official Tirana fully supports the sovereignty, independence and territorial integrity of Ukraine, as well as the sovereignty and independence of Kosovo, as well as its deserved place in the European Union.

The ministry adds that Kosovo's independence is recognized by the International Court of Justice, while saying that Russian aggression on Ukraine is a completely different matter.

"There should be no misunderstanding on this point: any attempt to create a parallel or to equate Kosovo with any other international situation is wrong, opportunistic and deeply misleading," the reaction states.

Further, it is said that Kosovo's independence has only served the stability of our region and is part of a future where borders are not changed through force.

Regarding Zelenskyy's visit to Serbia, the MEPJ states that the Ukrainian president serves his country first and this is legitimate. It also says that every step that brings Serbia closer to the EU and away from the malignant influence of Russia is a positive step.

Reaction of the Albanian Ministry of Foreign Affairs

President Zelenskyy's visit to Serbia is important. Dialogue is always welcome, especially when it creates space to address difficult issues with clarity, responsibility, and a strong sense of history.

Just as Albania stands and will continue to stand strongly in support of the sovereignty, independence, territorial integrity and European future of Ukraine, we stand equally strongly for the sovereignty, independence of Kosovo and its deserved place in the Euro-Atlantic family.

There should be no misunderstanding on this point: any attempt to draw a parallel or equate Kosovo with any other international situation is wrong, opportunistic, and deeply misleading.

The Kosovo issue stands on its own historical, political and legal foundations. At the request of the United Nations General Assembly, the International Court of Justice was clear: Kosovo’s declaration of independence did not violate international law. Russia’s aggression against Ukraine is a completely different matter. It constitutes a grave violation of the United Nations Charter and international law, as well as a flagrant violation of the rules-based international order.

From Albania's perspective, one principle is fundamental: a peaceful, stable and European Western Balkans requires the acceptance of the reality and irreversibility of Kosovo's independence. Kosovo's independence has contributed to regional stability and is part of a future where borders are not changed through force and where peoples and communities can determine their future in peace and security.

We also firmly hold the position that Serbia and Kosovo both belong to a common European future. Normalization of relations between them, which would eventually lead to mutual recognition, would not weaken Serbia. On the contrary, it would help close one of the most painful chapters in the region's recent history and pave the way for true reconciliation, good neighborly relations and lasting peace. The Western Balkans needs this positive energy today, perhaps more than ever.

President Zelenskyy's visit to Serbia serves, first and foremost, the interests of Ukraine. This is understandable and legitimate. However, any step that helps Serbia move further away from Russia's malign influence and closer to Europe is positive. But any engagement is also an opportunity to advance a fundamental understanding: the Western Balkans should move forward, not backward.
