The head of the PDIU, Shpëtim Idrizi, has presented in the assembly the statement through which they ask the government to make every effort with Greece to remove the law of war that is in force with Albania.
From the floor of the Assembly, Idrizi explained why this law should be removed, while emphasizing that Greece has removed the law of war with Italy, but meanwhile with our country it is still in force.
Idrizi said that it is absurd that the Treaty of Friendship has been signed between the two countries, but on the other hand, Greece still has the law of war with us. Idrizi said that Greece legally maintains a state of war with Albania and seizes the property of Albanians.
According to Idrizi, the law of war is an insult to our national dignity, integrity and sovereignty.
Shpëtim Idrizi's speech in parliament:
From the beginning, this statement evaluates the relations with Greece as well as the will to deepen them. Both our countries are members of ANTO and cooperate without reservations. We took note and considered the joint efforts of the two countries for peace, security and human rights in the OSCE and the Council of Europe. A treaty of friendship, cooperation and good neighborliness was also signed between Greece and Albania.
Contrary to the spirit of the treaty and the bilateral political will, the law of war still remains in force and continues to produce some of the negative effects that arise when states are in a state of war. We all know that on October 28, 1940 Greece declared the law of war, a little later we have the decree of designation as an enemy state.
States designated as enemies are Italy along with its imperial lands and colonies, including Albania. Albania was not a sovereign state that attacked its neighbor and as a result Greece declared it an enemy state. Greece was occupied after sovereignty, and in fact, in other acts, this has been accepted by Greece itself. But the provisions of these laws are implemented for the above states.
But what happened in the meantime. While with Italy, the issue was resolved in 1947 with the peace treaty, for the abolition of the law of war and the sequestration of the legal fate of the seized properties.
What has remained suspended is only the part of Albania, the rest has been removed. The law in question is absurd as I said above. Greece keeps the war, state of war and confiscation of property by law and on the other hand we have a treaty of friendship.
On October 20, 2020, Dendias, during his visit to Tirana, declared that as far as the law of war is concerned, this is an anachronism, I am sure that we will solve it. The sequestration of the properties of Albanians is in force. We are late, after 84 years. The absurdity is that the war continued for only two weeks in Greek territory, then we entered Albanian territory, and it has been going on for 83 years, 11 months and 2 weeks. It is an affront to our national dignity, integrity and sovereignty. It is up to this Assembly to show that Albania is a peace-loving and independent country. We have the authority to raise this issue at the highest institutional and international level. It formally calls for the abolition of martial law and property legal consequences. It's like those hidden, rusted mines of the second world war that can accidentally explode at any time, this law must be disabled as we disable the mines of the second world war.
