Academician Artan Fuga has listed some of the reasons why he chose to boycott the parliamentary commission for Territorial Reform.
In an interview with News24, Fuga said that the parliamentary committee is the last link of political decision-making, and there is no more space for a scientific expertise.
Another reason, according to Fuga, is the tension created within the commission by political parties. The tension then escalates into insults and insults between the political parties.
Fuga: The language in social networks is a bit blunt, synthetic, there is no time for big arguments. I have been invited to the Assembly committee, which discusses projects for territorial and administrative reform. I was invited by e-mail as an expert, and I publicly said that I boycott this participation. behind there are several reasons that deepen my convictions. It is not that I am inexperienced in parliamentary hearings. We are talking about parliamentary hearings, because there is also the issue of interest groups.
The summit where interest groups are heard, I have participated in several, where two are the main ones, which was the hearing on the Law on Higher Education and the reformation of the Academy of Sciences. I came out of these hearings disappointed, insulted, for the simple reason that the participation of social actors of experts or myself was a formality. What bothered me the most was a debate with deputies who are not competent in the relevant fields.
I say this because in the parliamentary hearings we are in the last process of political decision-making. Where the voices of experts have been heard, where studies have been made, statistics have been provided, reflections have been made, and in the Assembly, in these commissions, we are at the moment of political decision-making. A political decision-making that one specialist likes, another does not, but there is the moment of the political decision-maker. The moment when a project, like this one of 'Territorial', goes there, it is not the moment when there is a debate between the deputy and the specialist. There, the positions of deputies are determined politically.
They have received the advice, the orientations, there is a protection. The debate between science and politics is impossible. There, the language is harsh, and insults, insults, tensions between different groups of deputies begin. You are an expert and you see that it is impossible for you to explain the scientific aspect and the expertise to the deputies.
There are deputies there who cannot be otherwise, they cannot know the issues in depth. It's a debate between the deaf. Neither the expert understands what they are saying, nor do they. It's a dialogue, a tower of Babel, and you don't understand what you want to say there. As a method it is wrong. You cannot get to the Parliamentary Committee without doing studies, without seeing them. You have brought it to the stage when it is debated in the Commission, when the draft law is made.
Reforma territoriale do diskutohej.
Jam qytetar shqiptar i njoh institucionet e shtetit shqiptar.
We are dominated by a minority democracy. I am not saying that the opposition has received more, but it has these problems. From a moral point of view, we have an assembly that cannot express the will of the electorate in a normal way. Many ministers get out of control and the government as well and the citizen does not trust the government and this damages the level of democracy in Albania.
