A day before the vote in the Assembly on the new Territorial Map, Arbjan Mazniku explained again how this reform will function.

Invited to Breaking on Top News with Jetona Koçibellin, the socialist MP clashed with the mayor of Dimal, Juliana Memaj.

The latter stated that she is against this reform and added that the Dimal municipality fulfills 21 budget programs.

Mazniku: Today, the Dimal municipality, which functions well financially, provides 14 out of the 26 budget services it must cover.

Memaj: There was no transparency in these evidences issued by experts for the specific case regarding the functions. There was no confrontation before drafting the draft law. I don't know, what Mazniku says may be correct, but I can say from the figures I have, in our municipality it results from 21 budget programs. We are talking about budget programs, which include all the functions in their elements.

Mazniku: Dimal Municipality, with the same angle that the 61 municipalities of the country have been held, with the budget programs of the Ministry of Finance, not with data that I have thought of. It is the same angle that the whole of Albania has been held. Each of us has our own angle to measure things. The municipality in question, from the point of view of municipal functionality, has not functioned badly. But from other points of view related to demography or economic performance, it has shown bad elements. The general element is that it would benefit massively from cooperation. It is close to an area, with a very large city. The interaction with Berat is historical. They have a common economy. A large part of the people who go to receive services, receive them in Berat. They sell, buy in Berat…

Memaj: You did not provide accurate data. The index for the economic data of the Dimal municipality is higher than in the Berat municipality. We have been one of those municipalities that have invested from our income.
