Donald Trump has nominated Joseph Keith Kellogg Jr. as the special envoy for Ukraine and Russia.
General Kellog was National Security Advisor during Donald Trump's first term.
It is reported that he is one of the authors of the plan to stop Russia's war against Ukraine that was presented to Trump in June.
The plan reportedly suggested Ukraine could receive more weapons from the US, but only if it entered into peace talks with Russia. Moscow would be warned that refusal to negotiate would lead to increased US support for Ukraine.
The plan also suggested a ceasefire based on existing contact lines. An incentive for Russia to participate in the negotiations, the authors said, was a possible US promise to delay Ukraine's NATO membership for a long period.
Earlier, the former emissary for the Kosovo-Serbia dialogue, Richard Grenell, was rumored for this post.
