MPs failed to constitute the Kosovo Assembly on Friday in the sixth attempt, after the Vetëvendosje Movement candidate, Albulena Haxhiu, did not receive the necessary votes.
Haxhiu received 57 votes in favor, four short of the minimum of 61 votes needed to be nominated. Haxhiu was not voted in for president in four consecutive sessions.
The process has stalled as the winning party, the Vetëvendosje Movement, is failing to secure the necessary votes for its candidate for Speaker of the Assembly.
Albulena Haxhiu is seen by some parliamentary parties as a "divisive figure", but Vetëvendosje insists that she is a deserving candidate.
At least 61 votes are needed to elect the Speaker of the Assembly, and Haxhiu managed to receive 57 votes at most.
The constitution of the Assembly is achieved only after the Speaker and Deputy Speakers have been appointed and is necessary to pave the way for the formation of the new Government.
