EU leaders adopted a statement late Monday stressing the need for Ukrainians to have the freedom to decide their own future. The statement, supported by all countries except Hungary, comes ahead of a summit between Donald Trump and Vladimir Putin in Alaska on Friday.
"Meaningful negotiations can only take place in the context of a ceasefire or reduction of hostilities," the leaders said, adding that "we share the conviction that a diplomatic solution must protect the vital security interests of Ukraine and Europe."
The declaration, which was adopted late on Monday and published on Tuesday, was supported by the leaders of all EU member states except Hungary.
The Europeans are trying to exert some influence over Friday's meeting, from which they have been left out. It remains unclear whether Ukraine will also participate. On Monday, Trump confirmed that he and the Russian president will discuss "territorial swaps" when they meet.
Full statement:
We, the leaders of the European Union, welcome President Trump's efforts to end Russia's aggressive war against Ukraine and to achieve a just and lasting peace and security for Ukraine.
A just and lasting peace that brings stability and security must respect international law, including the principles of independence, sovereignty, territorial integrity, and the principle that international borders should not be changed by force.
The Ukrainian people must have the freedom to decide their own future. The path to peace in Ukraine cannot be decided without Ukraine. Meaningful negotiations can only take place in the context of a ceasefire or a reduction in hostilities.
Russia's war of aggression against Ukraine has broader implications for European and international security. We share the conviction that a diplomatic solution must protect the vital security interests of Ukraine and Europe.
The European Union, in coordination with the United States and other like-minded partners, will continue to provide political, financial, economic, humanitarian, military and diplomatic support to Ukraine as it exercises its inherent right to self-defense. It will also continue to support and impose restrictive measures against the Russian Federation.
A Ukraine capable of defending itself effectively is an integral part of any future security guarantee. The European Union and its Member States stand ready to further contribute to security guarantees based on their respective expertise and capabilities, in accordance with international law, while fully respecting the security and defence policies of several Member States and taking into account the security and defence interests of all Member States.
The European Union underlines Ukraine's innate right to choose its own destiny and will continue to support Ukraine on its path towards EU membership.
