Ukrainian President Volodymyr Zelensky has sharply criticized two of the country's most powerful security services and demanded an investigation after a gunfight between their special units on the streets of Kiev.

According to the Financial Times report, the incident involved members of the Security Service of Ukraine, SBU, and military intelligence, GUR.

In his evening speech, Zelensky called the event an "absolutely shameful incident."

"Here in Ukraine, the only people anyone should shoot at are the Russian invaders, defending Ukraine. No other exchange of fire will ever be treated by our state as something anyone is allowed to do," Zelensky declared.

The president announced that prosecutors would investigate the incident, while also requesting internal investigations by both agencies.

"There must be accountability, including personnel decisions by the heads of the intelligence and security services, for the people involved in what happened," he said.

According to the Financial Times, the collision occurred overnight and early Wednesday morning in the quiet Berezniaky neighborhood of Kiev.

The SBU initially stated that it had cooperated with GUR to prevent a Russian "terrorist attack," but later gave a different version, saying that its agents had encountered a "group of people" who were trying to obstruct them during a search.

Agents from the SBU's elite "Alpha" unit opened fire and arrested three people who, according to the agency, "belong to one of the units of the Ukrainian defense forces."

The SBU also reported several wounded among those who, it said, had put up resistance.

The Financial Times writes that the incident appears to be related to the arrest of Stepan Kaplunov, deputy commander of the Russian Volunteer Corps, a unit of Russian nationalists fighting for Ukraine and linked to GUR.

Kaplunov's lawyer said he was arrested by the SBU in late August and taken to his apartment for a search on Wednesday. It was there, he said, that GUR officers tried to block the SBU's entry.

The incident occurred as Kiev was experiencing its sixth consecutive day of Russian drone attacks, which Ukrainian officials have described as a tactical shift by Moscow and an attempt to "paralyze" economic activity.

The incident raises questions about the control of Ukrainian security structures, whose power and resources have increased significantly since the start of the full Russian occupation in 2022.
