An immigrant from Laos has been declared the winner of the largest US lottery, "Powerball", worth a full 1.3 billion dollars.

49-year-old Cheng Saephan bought the ticket on April 7 at a store in Portland, northwest Oregon.

What makes this story even more special is that the 46-year-old is facing a battle with serious cancer.

He chose to take his winnings as a lump sum of $422 million after taxes to split equally with his wife and a friend.

"Now I can bless my family and hire a good doctor for myself," he said.

"My life has changed," Saephan told him, revealing that he had prayed to God for help.

He added that he now wanted to buy his dream home and would continue to play Powerball.

Saephan, who has been undergoing chemotherapy for the past eight years, said he, his wife and a friend had teamed up to buy more than 20 Powerball tickets for the April 7 drawing.

The winning numbers were 22, 27, 44, 52, 69 and the red Powerball 9.
