The email that surprised Poland about the movement of US troops

Poland was surprised on Wednesday by the US's sudden decision to cancel a planned deployment of American troops to the country. But it turns out the warning had come days earlier.

The Polish military was notified of the Pentagon's action last Monday, according to three people with knowledge of the matter, who are in the inner circle of the Chief of the General Staff of the Polish Armed Forces, General Wies?aw Kuku?a, who received the alert.

But the message got stuck in General Kukula's classified email. As a result, the leadership of the Ministry of Defense and members of the Polish military learned through the media about the change of plans by the country's most important ally.

The message sent to General Kuku?a earlier this week said the US Army was suspending a planned rotation to Poland of more than 4,000 soldiers from an armoured brigade. But the news was first reported on Wednesday by the Army Times newspaper, which said the decision concerned the 2nd Armoured Brigade Combat Team of the 1st Cavalry Division. Similar reports were published by other US media outlets.

US military representatives later confirmed the change in plans regarding the deployment of troops to Poland, although they did not disclose the reasons for the decision.

The Pentagon has since defended the move as part of a carefully considered process. “The decision to withdraw troops follows a comprehensive, multi-layered process that includes the perspectives of key leaders in [US military Europe] and across the chain of command,” said acting Pentagon press secretary Joel Valdez. “This was not a sudden, last-minute decision.”

On Wednesday evening, Poland's Deputy Prime Minister W?adys?aw Kosiniak-Kamysz commented on the US decision on social media, assuring the public that the US move would not mean a reduction in the number of American troops in Poland.

On Thursday, Kosiniak-Kamysz said at a press conference that he had consulted with U.S. General Alexus Grynkewich, commander of U.S. forces in Europe and the supreme commander of NATO's allied forces in Europe, about the Pentagon's decision. The U.S. commander assured him that the suspension of the deployment would not mean a permanent reduction in the number of U.S. troops in Poland.

Kosiniak-Kamysz said he was also in constant contact on the issue with the commander-in-chief of Poland's armed forces, President Karol Nawrocki, as well as with Polish Prime Minister Donald Tusk.

Megjithatë, zgjidhjet alternative janë të nevojshme që institucioni të funksionojë dhe të ruajë vazhdimësinë», tha ky person.

However, for everyday matters, he briefed the minister once a week,” he said.

"If the information from the Americans arrived on Monday, then the Chief of Staff should have been informed about it no later than Tuesday," said General Cieniuch. "The whole problem lies in the way this information was classified within the General Staff. In my opinion, it should have been classified as very important and urgently delivered to the Minister of Defense, because such information has not only a military, but also a political dimension," he said.

“The information flow system in the General Staff has recently suffered a deep breakdown and is not functioning, as the case of the American brigade rotation clearly showed,” said General Jaros?aw Gromadzi?ski, who served in the General Staff for many years, most recently in 2023, and is now retired.

Only after the news broke in the media on Wednesday did General Kuku?a send a message to the chiefs of command staffs stating that the transfer of troops from the United States had been suspended, according to people familiar with the matter.

"Since that moment, officers have been aware of the issue and are working on it," one of the people said, adding that the size of the US military presence in Poland will be reduced, contradicting previous assurances by US General Grynkewich.

“Maybe the scale of this reduction will not be as big as the media reports, but we have received this information as well,” this person said. “We are all angry that we are learning about all this from the media instead of learning from our superiors.”  (Politico.eu )
