The National Council of Territory and Water has approved a villa complex in the beach area of ??Livadh, Himara. One of the many decisions dated February 19, 2025 was also the ordinal number 44, which refers to the request of 3 firms to build the complex in one of the most beautiful areas of Albania.

According to the KKTU, a "development permit has been approved for the 'complex with villas, residential residences, hotels, services and recreation' facility, located in Livadh, Himara Municipality, with the development companies 'Star Butik Hotel' sh.pk, 'Dream House' sh.pk and Mr. Darien Xhindoli".

The beneficiary of this permit is the company "Star Butik Hotel", owned by Mr. Mentor Mezini, or as he is otherwise known " Tor Lushnjari" . The latter's name appeared in several intercepts of SPAK from communications on Sky ECC with Suel Çela's group in Elbasan. Even for some constructions in the Lake area in Tirana, where he has collaborated with several characters under investigation and arrested by SPAK.

Meanwhile, the other firm that Mr. Mezini is collaborating with for the complex in Livadh is “Dream House”, owned by Mr. Ardian Avdalli. These two firms have collaborated with the individual, Darien Xhindoli. The Central Bank reports that Xhindoli is based in Lushnje, while VoxNews sources have specified that he is the former Democratic Party candidate for mayor of Lushnje.

All of these characters, whether with political connections or suspected of criminal connections, have managed to "convince" the KKTU, more precisely Ms. Adelajda Roka, who is the secretary of this Council.

Albania is very small and wherever you turn you can leave traces. If we noted above that the name of Mr. Mentor Mezini appeared in Suel Çela's file, the name of Mr. Marsel Roka also appears in this file. In fact, Marsel, who is the brother of the secretary of the KKTU, was arrested some time ago. 

Everyone can raise a lot of questions about this scandal, how a high-ranking official gives permission or signs for her arrested brother's partners. Does Ms. Roka have a clear conflict of interest?! Who influenced this decision? Her brother from prison or other officials?!

VoxNews reviewed the documents at the National Business Center, which revealed that the company 'Star Butik Hotel', the beneficiary of the permit for a villa complex in Livadh, Himara, is 100% owned by Mr. Mentor Mezini, or as he is otherwise known, "Tor Lushnjari".

In April 2024, at a time when Mr. Mezini was being investigated for drug trafficking and prostitution, he sold the company “Bluebay” shpk, the company that was implementing the strategic investment Drymades Beach Resort in Gjilek, Himara. Mentor Mezini, the sole shareholder of this company, decided to sell the shares to three Albanian companies for 12 million euros.

In July 2021, this company obtained strategic investor status, assisted procedure, from the Strategic Investment Committee for its Drymades Beach Resort project.

In 2024, Vox News reported that Mentor Mezini, also known as "Tor Lushnjari", appeared in Sky's responses as part of international drug trafficking with Eldi Dizdari, Dritan Rexhepi and Ervin Mata.

According to the editorial team's sources, SPAK is verifying Mezini's assets and has secured a conviction for trafficking in women, for which he has not returned to Albania until he has resolved it. Mezini is among the most powerful people who move money outside the banking system.

But who will "Tor Lushnjari" cooperate with? According to VoxNews verifications, a natural person named Darien Xhindoli is based in Lushnja. Our sources say that he is the Democratic Party's candidate for mayor of Lushnja in 2023.

Meanwhile, VoxNews reviewed Xhindol's balance sheets for the last two years, where last year it did not declare any profit and the year before it advertised a profit of 15 thousand euros. How can a natural person obtain a permit for a tourist complex?!
