The imprisonment of Erion Veliaj, the mayor of Tirana, has brought about the change of the Council of Ministers' Decision 784. Deputy Prime Minister Belinda Balluku has changed the Council of Ministers' Decision that took the competences of the municipalities of Tirana, Vora, Kamza and Shijak for every construction permit.

But, more than the peripheral municipalities, Balluk's focus has been on obtaining permits within an air distance of 15 kilometers from Tirana Airport. The decision at the time gave Balluk or her subordinates at Civil Aviation the power to control every construction permit in Tirana.

According to the government, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Council of Ministers decided that point 2 of the DCM be amended to state that "the protected area of ??the airport is divided into sub-areas, where area 'A' is the area that extends within a radius of 2 kilometers from the airport reference point.

Zone 'B' is the area which extends within a radius of 2 kilometers from the end of zone 'A' and zone 'C' is the area which extends within a radius of 11 kilometers from the end of zone 'B'.

The permit for development or construction in zones "A" and "B" is obtained from the National Council for Territory and Water, when the constructions are over 15 meters high from the ground.

Meanwhile, in zone “C”, the KKTU and local self-government units, as appropriate, for any facility or structure planned for construction or installation in the protected zones “A” and “B” of the airport, prior to granting the permit, must obtain approval from the CAA. In zone “C”, approval from the CAA is granted only for facilities that are 30 meters above the ground or more, for which the permit is granted by the KKTU, according to point 6/2, of this decision. Approval from the CAA is granted only for the development or construction of facilities that pose obstacles to air operations.

In short, within a radius of 4 kilometers from the airport, it is allowed to build up to 15 meters even with a municipal permit, but the Civil Aviation Authority must be notified. For taller constructions, the KKTU decides and you must obtain permission from the Civil Aviation Authority.

Meanwhile, in zone C, which is up to 15 kilometers from airports, municipalities grant permits up to 30 meters. Above this height, you must obtain a permit from the KKTU and notify Civil Aviation.

In January 2025, VoxNews reported that citizens who wanted to build a small house within a 15-kilometer radius of airports had to obtain permission from the National Council for Territory and Water, even going through Civil Aviation. The initiative at that time was the capture of municipalities by Balluku.
