The warehouse of the tragedy in Lushnje, the MP was building without a permit and did fiscal evasion

The police file with the preliminary investigations for the explosion in Lushnje, where a father and son were killed and seven other people were injured, shows a series of legal violations by all state, local and central structures.

The file has been referred to the Fier prosecutor's office with three charges, that of illegal construction, violation of safety rules at work and destruction of property due to carelessness. The file states that the warehouse is owned by the Socialist MP, Bujar Çela, who was injured by the explosion.

In the same place, it is said that in the same environment, two other people are exercising the activity, who were also injured.

Regarding the violations in the construction permit, Voxnea.al sources claim that the works were being carried out under the noses of all state institutions without any documentation. Police cite in the filing a permit obtained, but sources say it is an attempt to cover up the lack of a permit.

What the police say in the file is only the application for a building permit. The construction permit for this warehouse has not been issued, it has not been granted by any institution, neither local nor central', sources say.

However, the works were being carried out in the building and if the tragic explosion that took the lives of two people did not happen, MP Bujar Çela would have completed the investment even without a permit, while ordinary citizens end up in prison even for repairing the roofs of the house theirs.

The lack of permission is also confirmed by the testimonies given by employees of the IMT of the Municipality of Lushnje, the lawyer of this municipality and other representatives of the local and central government. IMT representatives say they were not aware of a building permit in the area of ??the explosion, nor that construction was being done in that area.

The Municipality's lawyer, on the other hand, blamed the electronic system of building permit applications. "In our Municipality, the online system of permits has not been working for some time", he says in the testimony given to the investigative group of the State Police.

The file reveals that the property with an area of ??10,000 square meters is owned by the MP, Bujar Çela, and that two other people also work there, namely Shaqir Kasapi and Saimir Korreshi, the latter injured by the explosion.

Voxnea's sources claim that none of them had a regular rental contract with MP Bujar Çela, as the lessor of the property. Sources say that both of these citizens have been operating in these warehouses for a long time, raising suspicions of tax evasion on the part of MP Çela.

According to the law on declaration and conflict of interests, the deputy is obliged to declare any source of income. Concealment of these obligations, as in the case in question, can lead to the loss of the mandate, even to criminal prosecution.
