Millions of euros from IPARD, hostage to abuses: Who are the 23 beneficiaries who refuse to return the money to AZHBR

Seven months ago, following suspicions of corruption, the European Commission suspended Albania's millions of euros in agricultural grants from the IPARD program. It took the Albanian authorities 5 months to submit the "accountability" report to the EC, which follows its review since December. From the extreme decision to cut off funds, AZHBR continues to identify projects with violations. Faktoje learned that 23 of them refuse to return the received funds. The European Commission insists that local authorities take the issue seriously.

Anila Denaj returned to the government to head the Ministry of Agriculture, two months after the suspension of millions of euros in grants that Albania received as support for agriculture from the European Union through the IPARD program.

In July, the European Commission stopped payments for IPARD II and simultaneously 'froze' IPARD III. When Brussels announced the extreme decision, Albania was getting ready to launch the IPARD III program, which provided for 146 million euros of support in agriculture.

"...the commissioner, through the EC agriculture directorate, has addressed the pending IPARD 3, which has 9 nine programs, requires a stronger implementing institution, to learn from the mistakes in IPARD 2 and get ready for 3- shin" , declared the Minister of Agriculture Anila Denaj, during a television interview shortly after taking office.

Where are we today?

It took the Albanian authorities 5 months of work to compile a detailed report on this issue. The Ministry of Agriculture told Faktoje that it is cooperating with EU structures to meet the requirements and conditions that must be met.

"The Ministry of Agriculture and Rural Development, through the management and implementation structures of the IPARD Program, has prepared a detailed report with a plan of measures to address the problems and increase the institutional capacities to further ensure the implementation of the conditions and criteria of the Sectoral Agreement and Financial Agreement", the Ministry of Agriculture and Rural Development emphasized in an answer to Faktoje.

The detailed report referred to by the Albanian authorities was submitted to the European Commission at the end of last year.

"The Albanian authorities gave the answer to the European Commission on December 20, 2023. The responsible services of the Commission are currently analyzing the information provided to decide on the next steps ," Olof Gill, spokesman for trade and agriculture at the European Commission, told Faktoje.

While waiting for the next steps, Brussels does not forget to repeat the call to the institutions in Albania to treat the issue seriously.

“Duke qenë se kemi të bëjmë me paratë e taksapaguesve të BE-së, presim që autoritetet shqiptare ta marrin shumë seriozisht këtë çështje”, thekson Gill duke shtuar:

‘Bashkimi Evropian është i gatshëm të vazhdojë të mbështesë fermerët shqiptarë, sektorin agroushqimor dhe zonat rurale edhe në të ardhmen, me kusht që interesat financiare të Bashkimit Evropian të mbrohen siç duhet. Meqenëse procedura është në vazhdim e sipër, nuk mund të jepet asnjë informacion i mëtejshëm.’

Shtohen debitorët, AZHBR kërkon paratë

Vendimi ekstrem ndaj Shqipërisë, vuri në lëvizje edhe Agjencinë për Zhvillimin Bujqësor dhe Rural. AZHBR iu ka kërkuar kthimin e parave të gjithë përfituesve të programit IPARD II që rezultojnë me shkelje të kushteve të kontratës. 

Të dhënat e siguruara nga Faktoje përmes një kërkese për të drejtë informimi tregojnë se 23 prej subjekteve përfituese refuzojnë të kthejnë shumat e përfituara duke u listuar si borxhlinj nga AZHBR.

Nga verifikimi i fundit i Faktoje, kjo listë është shtuar me 10 biznese të cilat kryesisht kishin marrë para për investime në agroturizme.

IPARD ‘oksigjen’ për bujqësinë

Përmes programit IPARD II, i cili u zbatua gjatë viteve 2014 dhe 2020, Shqipëria përfitoi mbi 71 milionë euro fonde. Nga ana tjetër, Shqipëria priste të përfitonte 146 milionë euro të tjera përmes IPARD III. 

“Fondet IPARD ishin i vetmi burim oksigjeni për bujqësinë shqiptare, pasi mbështetja buxhetore është e papërfillshme. Institucionet duhet të marrin përgjegjësitë që ju takojnë në mënyrë që Komisioni Evropian të çel këto fonde sërish dhe sa më parë”, thotë Eduard Sharka, kryetar i Shoqatës së Fermerëve.

Ndërsa ekspertja Esmeralda Ballesha shton se në këto kushte, kërkohet më shumë mbështetje buxhetore për bujqësinë. 

“Do të duhet që fondet kombëtare të cilat fillojnë të jenë të aksesueshme në fillim të vitit t’i bëhet një rishikim në bazë të nevojave reale që ka ky sektor, nëse do të duam që ai të jetë ende një sektor prioritar.”, argumenton ajo.

Por ndonëse, bujqësia mori goditje nga pezullimi i fondeve IPARD, buxheti i këtij viti jo vetëm që nuk u rrit, por është ulur.

Në këto kushte, Eduard Sharka që përfaqëson shoqatën e fermerëve i druhet një viti të vështirë.

“Pas tre vitesh stanjacion, viti 2024 do të jetë edhe më i vështirë. Braktisje nga fermerët dhe ulje e ndjeshme prodhimi, sepse në këto kushte bujqësia mund të konsiderohet me plotë gojë e braktisur”, shprehet ai.

Sektori i bujqësisë këtë vit do të marrë të paktën 9% më pak financime se një vit më parë. Fondet për Ministrinë e Bujqësisë rezultojnë 14,1 miliardë lekë nga 15,6 miliardë lekë që ishin në 2023. Dhe shkurtime të mëdha janë pikërisht në fondet akorduar fermerëve dhe zhvillimit rural. Nga 10 miliardë lekë që ishte vlera e masave kombëtare mbështetëse të prodhimit bujqësor në 2023, këtë vit janë planifikuar 7,1 miliardë lekë, rreth 30% më pak.

Përfundim

On July 14, the European Commission informed the Albanian government that it had stopped grants for agriculture from the IPARD program, due to suspicions of corruption.

"Since July 2023, the European Commission has stopped the reimbursement of IPARD expenses for Albania. Currently, the interruption affects expenses incurred during the first, second and third quarter of 2023", Olof Gill, spokesman for trade and agriculture at the European Commission, tells Faktoje.

The termination of IPARD II funds was made at a time when Albania was expecting to start the IPARD III agricultural support program with 146 million euros in grants.

"At the same time, the European Commission put funding on hold for all measures of the IPARD III program," concludes Gill's response.

The IPARD agricultural support program offers grants in aid of the agricultural sector to all countries that are in the process of joining the European Union. Albania is one of the five beneficiary countries of grant support./ Faktoje.al
