The acting Minister of Culture of Kosovo, Hajrulla Çeku, has announced that a second inscription dedicated to Emperor Justinian and his wife, Theodora, has been found in the archaeological locality of Ulpiana.

This discovery follows the identification of the first inscription, which mentioned the founding of the city of Iustiniana Secunda as a Dardanian city. The new inscription points to the construction of an episcopal basilica and, according to the minister, constitutes one of the rare dedications of Justinian related to his country of origin.

"The preservation and protection of archaeological heritage has not been treated more seriously than that," Çeku writes, noting that works in Ulpiana and Dresnik are being carried out on public lands expropriated last year.
