The vetting process opened up many loopholes laid out over the years by judges and prosecutors, which had turned the justice system into a family business.

There were those who stated that the income they did not justify was handed over to them at weddings, others were in debt to family members, even to retired parents.

Most of them were removed by the vetting scythe, but the seemingly fine sieve was passed by some and the reasoning was not that they were proven to be pure amber, but that the stains and denunciations against them could not be proven.

One of those who went through this sieve was the Prosecutor of the General Prosecution, Arenc Çela. Cela faced vetting in the first months of last year with two hearings.

Concerns were raised against him over the decision-making not to investigate two reports that had reached his address. The first report was related to a case of domestic violence, when a person from Fushë-Kruja was sued after he had beaten his wife with iron levers.

Cela went to court only on charges of domestic violence. However, the court changed it and reclassified him to the criminal offense of "attempted murder", sentencing the defendant to 22 years in prison.

The second case for which Çela defended himself before the vetting was related to the report of a citizen for being accompanied by violence by the police. The prosecutor said that in this case he had not started the investigation based on internal conviction.

These two cases called into question his professionalism, while for the vetting property he found a negative balance of 450 thousand ALL, which Prosecutor Arenc Çela justified as a debt he had taken in some cases to his parents.

Adding to the doubts that arise about wealth and professionalism is the fact that Arenc Çela has a wife, Arbena Ahmeti, appointed by President Ilir Meta as a judge in the Supreme Court since February this year. So, if justice, or certain issues are put in front of man and woman, justice turns into a family venture, where the husband accuses and the wife condemns.

During the vetting, Arenc Çela also passed the criterion of inappropriate contacts. Meanwhile, he is the grandson of Maksim Cela, part of the Lushnja gang and sentenced to 25 years in prison in 2006 for killing a police officer and placing tritoli in the city stadium.

However, Arenc Çela passed the vetting by a majority vote of the KPC and after two hearings.
