Since 2017, 10 million square meters of space have been built in Tirana, so construction companies find it increasingly difficult to find a construction site to open the foundations of a new building. For this reason, the introduction of Edi Rama to the market as the man who owns some of the most coveted state properties comes at a very opportune moment.
The prime minister is publicly known for the inheritance left by his parents, a small art studio in the Ali Demi neighborhood, but in the real estate market that has exploded like never before with hundreds of millions of euros in circulation, Rama enters as the de facto owner of state lands .
Any plot of land on which a state building has been built can be given for construction by Prime Minister Rama today. For this, he created the Property Development Agency, which has ready projects for four construction sites in Tirana.
It is understood that in the beginning they chose to give old state buildings, neglected offices, outdated buildings or spaces used as parking lots, etc. But when they are passed on to builders for towers, apartments, shops, etc., their value multiplies. The process is followed in detail by Rama.
The first four properties to be given to builders are in some of the most expensive areas of Tirana. The winners of the building architecture competition were announced by a jury headed by Edi Rama. On the land where they will invest, a part of the building, the construction companies will return to the state for offices.
FIRST AGREEMENT, LAND TO THE MUNICIPALITY OF PARIS AND TO THE FORMER FATHER
9400 square meters of land in the municipality of Paris
Edi Rama offers builders a plot of land to the left of the entrance to the Municipality of Paris, which is used today as a parking lot for state vehicles. There are 9400 square meters in one of the most coveted areas of Tirana, very close to the former block and easily accessible from the center.

Land is a real asset. 18 different institutions will be accommodated in this area.

A complex will be built on these 9400 square meters of land where several buildings will be erected. The buildings that will be built here are not very high.
The architect who worked on the project said that Tirana was a very dense city full of cars. The lower floors are conceived as a shopping center, with shops and bars, a part of which can be transferred to the administration of the state, for the maintenance of offices. In total, the construction is expected to cover 30,000 square meters.

2840 metra katrorë për ndërtim tek ish-ATSH
I njëjti ndërtues do të marrë nga Edi Rama edhe 2840 metra katrorë truall tek ish-ATSH. Kjo është një pronë me fitime të garantuara në ndërtim.

Projekti është konceptuar për një zhvillim “multi-funksional” me njollë ndërtimi 1,200 deri në 1,500 m2 dhe me një sipërfaqe totale ndërtimi nga 48 mijë deri në -52 mijë metër katrorë. Fitimet janë dhjetëra miliona euro.
Ndërtimi gjigand sipas arkitektëve të huaj që dolën fitues në konkurs do të ketë formën e dy kullave sipas projektit që duket në foton më poshtë.

Sipas dokumentit shoqërues, administrata kërkon të ketë rreth 80 tualete në godinat e këtyre projekteve.
5 mijë metër katrorë tek Kadastra
Pas Kadastrës, nga ana e shkollës Harri Fulc në Tiranë është një godinë që përdoret aktualisht nga administrata.
Duke qenë se godina është rinovuar kohët e fundit, pas dëmtimeve që mori nga tërmeti, Edi Rama ka menduar që përreth saj ka disa hapësira që mund të shfrytëzohen nga ndërtuesit.

Godina më lart ka përfituar një mbulesë dhe disa shtesa në të dyja anët e saj. Në mes është godina aktuale, e rinovuar rishtas.
Këtu do të futen tre institucione Agjencia Shtetërore e Kadastrës, Agjencinë Shtetërore për Shpronësim dhe Agjencia e Trajtimit të Pronave. Të tre institucione kanë rreth 1 mijë punonjës.
Në këmbim të restaurimit më lart, Edi Rama ofron për ndërtim një truall tjetër.
3 mijë metër katrorë truall tek “Inxhinieria e ndërtimit”
Rama ofron për ndërtim edhe 3 mijë metra katrorë në rrugën Muhamet Gjollesha. Mbi këtë truall do të ndërtohet një kullë e lartë që mund të shkojë deri në 40 kate dhe ku ndërtuesi mund të nxjerrë gati 40 mijë metra katrorë. “Aktualisht, siti është i zënë nga një ndërtesë institucionale që do të shembet për shkak të dëmeve të mëdha nga tërmeti i nëntorit 2019″ shkruhet në dokumentin që detajon projektin.
Projekti fitues ishte një kullë aq e lartë sa arkitekti e konsideroi si Don Kishoti gjatë prezantimit, duke e krahasuar me godinën e administratës shtetërore që ishte si Sanço Panço.

Çfarë kërkon shteti në këmbim nga ndërtuesit?

The former ERTV has a total of 55 employees, of which 10 or 15 during the day follow Edi Rama and guarantee the signal rebroadcast by other televisions. Others are editors, archivists, etc. and stay in their offices during the day.
Their request includes "an office of the General Director with an area of ??75 m², an office of the Deputy Director General with an area of ??25 m², three offices for 2 people with an area of ??25 m² each, five offices for 6 people with an area of ??35 m² each, a common meeting room for 20 people with an area of ??50 m², an archive-protocol room with an area of ??30 m², a warehouse with an area of ??40 m² and two video post-production rooms with an area of ??40 m² each.
The total area is 616 m².
Special requirements:
• 55 employees where 20-30% are engaged in the field
• Need a room for filming, and a post-production space for videos and commercials
• A separate kitchen within the agency spaces offices, meeting rooms
Just like the Agency that makes ERTV, there are also several other institutions that are looking for better work spaces in the towers that will be built on state land.
State property as private property
Edi Rama has often been accused of dividing state assets and properties according to his wishes to friends and clients of the government. But until yesterday these agreements were made secretly. Sometimes compromising decisions tended to slip between the lines in collegial government decisions.
But after 12 years in power, Rama is no longer even able to hide. On the contrary, if everything is blessed by a competition with international architects, it seems to go more easily. Now he is expected to negotiate the state land just like any land owner who has inherited the property from his father or mother. To convince that he will not benefit anything himself, he has promised to make an open competition.
