In the 500-page file provided by VoxNews , where SPAK charges Sali Berisha and Jamarbër Malltez, all the episodes where, according to the prosecution, the former prime minister's family benefited from his son-in-law and daughter are described.
In the SPAK list, which lists the payments that Jamarbër and Argita Malltezi have made for the Berisha family, there are listed payments for health services, financial debt for Shkëlzen, and obligations that the former prime minister had to a law firm abroad, where he is defending him, for being declared non grata by the USA.
In the span of 10 years, the Berisha family, as well as the phonation for Albanian Children, have received dozens of large sums of money from Jamarbër Malltezi and his wife.
The case of the Ashta Hydropower Plant and other hydropower plants that, after receiving licenses from the prime minister's VKM, invented jobs and payments for the son-in-law Jamarbër Malltezi for years by transferring thousands of euros to his personal accounts in various banks in Tirana.
The story between Sali Berisha and the Österreichische Elektrizitätsëirtschafts-Aktiengesellschaft according to SPAK begins on October 17, 2008, when the former prime minister approves a VKM, (practice and other similar cases) for the construction, ownership, operation, maintenance and transfer of the project of a new hydro power plant in Ashte, Bushat of Shkodra.
The works start, the hydropower plant is completed and decision number 170 dated 18.12.2012 the Board of Commissioners of the Energy Regulatory Entity (ERE) again by order of Sali Berisha decides to approve the energy sale agreement between KESH sh.a and Energji.
Former Prime Minister Sali Berisha in the chronicles of the time, which are also on YouTube, with extraordinary enthusiasm considers the Ashta Hydropower Plant on the Drin River as "...a world innovation and among the most advanced. The Ashta hydropower plant does not harm the environment, on the contrary, it improves it. We will continue with many such projects", Berisha said at the time.
Indeed, Former Prime Minister Sali Berisha had several visible and invisible reasons for being so happy. Here is what SPAK revealed on page number 400 of the Dossier.
"Throughout the years it has been established - writes SPAK, - that the citizen Ardian Shehu, on account of a relationship of the Energji Ashta company as established above and of the above project, it turns out that he pays the citizen Jamarbër Malltezi as follows:
In 2008, Adrian Shehu transferred 18,900 Euros to Jamarbër Malltez's account.
In 2009, Adrian Shehu transferred 8,820 Euros to Jamarbër Malltez's account.
In 2010, Adrian Shehu transferred 25,754 Euros to Jamarbër Malltez's account.
In 2011, Adrian Shehu transferred 12,1290 Euros to Jamarbër Malltez's account.
In 2012, Adrian Shehu transferred 7,985 Euros to Jamarbër Malltez's account.
In 2012, Adrian Shehu transferred 5,760 Euros to Jamarbër Malltez's account.
In 2013, Adrian Shehu transferred 2,220 Euros to Jamarbër Malltez's account.
For a total of 81,595 Euros. Asked by the SPAK investigators, Adrian Shehu on behalf of the Ashta Hydropower Company, answered that he has known Jamarbër Malltezi for a long time and since he was a Lecturer at the Agricultural University of Kamza, he was in the working group for evaluation and impact in the area of ??the Ashta hydropower plant. He also received part of the money for Devolli, another concession.
The same fate, according to SPAK, also befell Mati Hidropower Plant, a union of smaller hydropower plants, which also with a 2012 concession signed by Sali Berisha, then paid Berisha's son-in-law two projects: One in 2013 with a an amount of 10,300 Euros and the other in 2014 with an amount of 20,174 Euros.
In total, 30,474 Euros were given to Jamarbër Malltez from this group of hydropower plants.
Another company that receives projects from the Albanian Government operates in a different form. Italiania Irene Acqua Gas Albania Brunch in 2009 takes over two projects in Golem and Tirana related to integrated water and gas distribution services.
The same company in 2010, according to the data in the SPAK file, engages in Boville with a third project that ends in 2013. The Golem project ended in 2013.
On 01.01.2012 Argita Malltez and Raimondo Chiodi, manager of the company Irene Acqua Gas Albania, signed a lease contract for apartment 12/5 owned by Argita Malltez in ETC in Tirana.
What stands out is that the apartment of 120 square meters this year is given at the staggering figure of 8000 euros per month, a figure that is not at all appropriate to the market and the time of renting this apartment and that sounds more like a bribe for the support offered by the prime minister.
