
The central and local authorities have focused on the Dhërmi area, where initially the mayor of Himara, Vangjel Tavo, suspended IMT employees from duty on the grounds that they had allowed construction without a permit. The entire sector was dissolved, while the heavy vehicles of the National Inspectorate of Territorial Protection went to the area, on orders from above in the government.
A large-scale operation has been underway for several weeks, where several still unlegalized buildings have been demolished, with the justification being that they are "illegal". The demolitions have continued day and night, even in the presence of vacationers. But, in all those cases that the IKMT goes to, there is a backstage incident.
And, it was inevitable that things would be different in Dhërmi. On the one hand, buildings are being demolished, and on the other, new buildings are being approved. Light constructions, wood and metal, are being demolished, while building permits for thousands of square meters are being approved.
The decayed wood and metal parts are expected to be replaced with concrete, even on the Dhërmi hill, so coveted by strategic investors or even large oligarchs, where politicians are not excluded.
According to documents available to VoxNews, the National Council of Territory and Water approved at the end of 2024 a decision numbered 24, with the purpose of "approving the construction permit for the 'In the Wild' facility, a hotel, residential and services complex, located in Dhërmi, Himara Municipality".
The permit was issued precisely at the "crime scene" where the Himara Municipality and IKMT operate, while the document states that the company behind this permit is "Xheluks Construction" owned by Mr. Julian Morina.
But, in addition to the permit that the "Xheluks" company has received, the documents also include a map and the Local Urban Plan of the Himara Municipality, which shows that the entire Dhërmi area is expected to be concreted. It is the parts near the sea that clearly indicate that complexes will soon be built there.
It seems that the IKMT's own action was intended to remove the local residents, to replace them with preferred oligarchs, who have already received the first permits. The same scheme that has occurred in all other territories, so sought after.
According to documents available to VoxNews, the project of the company "Xheluks" includes the construction of several buildings, on the seashore and on the hill of Dhërmi. According to it, it will be a hotel, private holiday homes and several bars and restaurants. The property where the complex will be built is private and has a total area of ??6646 m².
“The concept uses elements reinterpreted for a contemporary context—arches, loggias, courtyards, and planted verandas. The intimate volumes and spaces between the buildings evoke a sense of walking around a historic village. Courtyards, loggias, and walkways create framed views of the sea and provide shade and privacy to the site,” the documents state.
According to her, the location for "In the Wild" is located on a hilltop overlooking the Ionian Sea. The surrounding context is populated by wild landscapes and trees.
But, given the recent actions, is the action perhaps intended to pave the way for these complexes?!
