Journalist Erisa Zykaj has held an interview with the rapporteur for Albania in the European Parliament, following the foreign affairs commission's approval of this institution of its report on the European Commission's assessment of Albania's performance on the path to European integration during 2021.
Santos has expressed that the European Parliament says with one voice that Albania is ready for the formal opening of European Union membership negotiations and a date should be set for the first intergovernmental conference.
She stresses that her report has specific recommendations for key reforms for improving the democratic process in the country, fighting corruption and fundamental rights.
In the end there is also a message for the corrupt and "non grata", saying that the EU will have the same approach as the US.
Can we say that this time all political groups in the European Parliament are in favour of formally opening membership negotiations, unlike in previous years, when albania was required to meet 15 conditions?
Yes, we say clearly, that Albania meets the conditions for holding the first intergovernmental conference and we call on the Council of European Union Ministers to set a date for this conference very soon. The report for Albania has been approved by a vast majority of European MePs: 66 pro votes, 3 against, 4 abstentions. The European Union must also understand the danger and challenges facing the Western Balkan region from the war in Ukraine and must stick to the commitment to expand with the region.
You were on a fact-gathering mission in Albania in 2021 and have highlighted the importance of political dialogue. Is there improvement according to you?
I see there is improvement now that the opposition has returned to the Assembly with parties that need to negotiate to resolve important issues in the country. The legislative process also follows. Said that, I accept, that political dialogue must be improved. This does not happen within the day, but takes time, as it is about building a new political culture.
Political compromises call for avoiding the sale of the vote at the next election. Can Albania be imagined with the problem of selling the vote in the 2025 elections?
I am sure that this will not happen, there will be improvements with the new electoral law. I know that political parties are discussing improving electoral law and I believe that the next step will be important to provide a better democratic process. We also pay attention to the media's problem and I am sure that the recommendations of this report will be taken into consideration by albanian authorities.
There is a significant and positive change in justice reform that is reflected and with the approval of the extension of Vetting's organ mandate. Albania has specific problems for the fight against corruption. So we have made recommendations necessary to move forward, including here with final convictions for corruption of senior officials, if justice deems it so. Regarding US sanctions for the Western Balkans, we say we agree with them and see it as an opportunity to have the same approach.
