VoxNews investigation into water supply tenders in the Municipality of Durrës, DP demands investigation by SPAK!

The Democratic Party, referring to the VoxNews investigation,  has denounced the violations committed regarding water supply tenders in the municipality of Durrës .

Through a statement to the media, the anti-corruption spokesperson for the Democratic Party, Genta Vangjeli , requests that SPAK investigate the Durrës water supply tenders.

According to an investigation conducted by VoxNews , water supply tenders are won by companies owned by socialist members of the municipal council.

VoxNews, in its investigation, had published documents that substantiated their denunciation.

The Democratic Party, in its statement, demands that SPAK act as soon as possible regarding this scandal.

Statement by the anti-corruption spokesperson in the Democratic Party, Genta Vangjeli:

A tender published in this week's APP bulletin (no. 8 dated 17.02.2025) led to the discovery of a scheme to benefit Albanians' money in favor of the families of former or current socialist officials in Durrës local government institutions.

The Regional Water Supply and Sewerage Company Durrës sh.a, with main owners MEI and the Municipality of Durrës, has developed the tender with the object 'Reconstruction of the water supply network in the Kodër Arapaj area, in the Plepa area and the Skraparlinjve area, Durrës'.

For this procedure, the CA announced the winner EO '2AF ALBANIA GROUP sh.pk and Supporting Entity: BOE ALB-KON shpk and IDEAL CONSTRUCTION AND PROJECTION (ICP).

These entity names are related to the Socialist Member of the Municipal Council in the Municipality of Durrës, Munir Konesha.

Firstly, 2AF Albania Group shpk is the entity that implemented the works for the 3.2 million euro tender for the water supply in Bulqiza for which the socialist mayor was sentenced by a final decision, but also Aqif Konesha, administrator and owner of this company which he owned together with his father, the current member of the Durrës Municipal Council, Munir Konesha.

Aqif Konesha was sentenced to 1.4 years in prison for forging documents.

After committing the crime, in November 2023, Aqif donated the ownership shares to his wife. His father, Munir Konesha, did the same, donating the shares to the same person within the family circle.

Meanwhile, the legal representative of the same company is the other son, Alban Konesha.

Article 76 of the LPP, point 1/dh, prohibits the qualification and announcement of winners of operators convicted by a final decision.

So: How did Durrës Waterworks declare this operator the winner?

Secondly, according to the announcement of the Durrës municipality for the public draw dated 18.06.2024 with the object of distributing/assigning, among the beneficiaries from the reconstruction process, the collective apartment no. 1&3 'Lura' Street, and no. 15&23 'Ahmet Dakli' Street, Administrative Unit no. 5, Durrës, the member of the Durrës municipal council made sure that his son Albani and his wife were finally part of the beneficiaries from the reconstruction program, but not only that,
why didn't his son Albani also have another business like a bar, restaurant, with beach loungers and umbrellas?!

The entity Beqiraj shpk was created with owners Alban Konesha and his wife's brother.

While from its creation until 2022, the entity, in conditions of survival and without balance in the Central Bank, played ping pong with changes in status from active to passive, surprisingly, as soon as the 2023 local elections ended, in June of that year, as soon as the father became a member of the Central Bank of Durrës, the business flourished.

Not only was it no longer passive, but its activity expanded to include the construction of hotels, palaces and resorts, or hydroelectric power plants and photovoltaic parks, etc.

Against the evil eye in April 2024, Alban Konesha donates his shares to his brother-in-law and hands over the duty of administrator to his wife.

Thirdly, 2AF Albania Group shpk, with the administrator being the son of a Durrës KB member and the owner being the daughter-in-law of the other son, according to spending data, has benefited from 2019 to date from 1.8 million euros in payments for tender contracts, of which 1 million euros paid by the Bulqizë municipality and 528 thousand euros paid by the Durrës region stand out.

Fourthly, the company that is presumed to support the reconstruction works of the water supply network in Durrës, ALB-KON shpk, neither has reconstructions for water supply networks registered in its activity scope nor does it have any previous contract registered in the historical extract.

The entity is owned by the Durrës Municipal Council member Munir Konesha, together with his brother.

So, the contract procured by UKD Durrës, with the owner also being the Municipality of Durrës, will be supported in its implementation by the company of the municipal council member of the same municipality.

2. Now we come to the other supporting entity IDEAL CONSTRUCTION AND PROJECTION (ICP) created in 2019 and owned by Alban Dautaj. Dautaj's appointment, according to the decision dated March 8, 2024, begins on February 26.

It seems that even the Technical Director of UKD Durrës thinks about family members.

The entity owned by the younger brother also has services related to the duties of the older brother Gerald, precisely in its scope of activity.

In addition to the last tender, this entity benefited from 100 thousand euros, including schools, enterprises and the Municipality of Durrës.

We expect SPAK to act as soon as possible regarding this scandal...

Thieves should be punished on May 11th.
