Prime Minister Edi Rama came out with a sudden statement through social networks at the height of debates and media reports about the floods in the country, especially in the Shkodra area.

But, in this speech, the head of the Government did not talk about the floods, nor about the fact that KESH has opened the gates and is discharging thousands of meters/cubic meters of water per second, at a time when the energy is being bought. He did not speak about allegations of corporate mismanagement.

Instead, he said that he had just signed the procedures for the confiscation of constructions without permission, which according to the VKM approved at the beginning of September, will be transferred to the state.

The media took this statement and made the confiscation a fact, at a time when the truth is not completely as the Prime Minister says it, or rather the statement is a half-truth, from what the head of the government himself calls the "most lies" gave me'.

Why? First, Rama has carefully chosen the language used in this statement. He himself does not talk about confiscations, but about confiscation procedures. This means that the government has started the procedures to confiscate these constructions and that it has not confiscated them, as it says in the VKM.

The language is carefully chosen, as seizures of property with or without permission cannot be made with a government VKM. Justice always has the last word and every final decision belongs to it.

Moreover, the VKM itself, invented by the government in early September, is currently being sued in the Constitutional Court. Until the Constitutionalist speaks, every statement about the confiscation of unauthorized constructions, here and there, should be taken with reservations as a half-truth.
