The Mayor of Bulqiza, Festime Mjeshtri, has admitted that she has violated the law with both feet, regarding the granting of use of an area of ??85 hectares in the Martanesh area, where one of the beneficiaries is former MP Ardit Kaja. Vox News has denounced the scandal of Festime a few weeks ago, which, without previously holding any hearing or consultation with the residents of the area, decided to grant use of this area for a photovoltaic park, an exponent of the majority.
The scandal deepens even further, given that the Municipality of Bulqiza itself has announced the winner of the auction, and the winner's announcement has even been published in the Public Procurement Agency, while now it is formally holding this hearing, just to fill out the paperwork and be in order with the law enforcement or even controlling institutions. But, the documents and facts are on the table, where Festimja, with this "after the pilaf" action, risks a possible investigation by the Special Prosecutor's Office, just like her predecessor in that position.
In that municipality, they are used to doing things without making the documents, they even do construction of public works without announcing the winner of the tender, or do the sewage of white and black waters several times. They are used to the fact that the party's influences are more important than the papers of the state's own procedures, while with these actions they challenge everyone. But, this time, Festima has been left with a "saw on the nail", since since the denunciation of this scandal, it has attempted to act insidiously, while the precedent of the HEC in Martanesh weighs heavily on it.

A few weeks after the Vox News report, the Municipality of Bulqiza made a sudden and brief announcement on its website. “ Announcement! The Municipality of Bulqiza invites all residents, businesses and interest groups to the public hearing that will take place on 02.04.2026, at 16.00, Martanesh Administrative Unit. The public hearing will be held in the framework of the 'granting of forest and pasture areas' through auction. We welcome you!”, the announcement reads.
But, haven't all the decisions of the Bulqiza Municipality for this auction been approved? Hasn't Festimja himself signed that a large area of ??85 hectares, pasture in Martanesh, be given to the private sector? Haven't other officials signed, and have they even announced the winning firm, where Ardit Kaja, former MP and prefect of Dibra, also has a share? Why will they hold the hearing now?
It seems like a desperate attempt by Festima or other officials to cover up the mess they have made. But the residents of Martanesh have shown that they are organized, at least in defense of their properties, just as they did with the construction of a hydroelectric power plant, which diverted water from the Mati basin to the Drini basin, in flagrant violation of the law. The same is true in this case, where no institution, whether central or local, has deigned to ask them, or worse yet, is asking them now that they have filed all the paperwork.

Vox News has continuously denounced this scandal, where the mayor was placed completely at the disposal of a former MP, both within the same party, but to the detriment of a very large community, which until the moment of this denunciation had no idea that a huge area of ??85 hectares in the village of Malcu, Martanesh Administrative Unit, was being alienated.
A few days ago, Vox News investigated official documents from the Bulqiza Municipality, which announced that it had announced a company as the winner for the giant property. Meanwhile, our editorial team secured other exclusive documents from the same municipality, which seem to have been completely "tailored" for the other exponent within the majority, Ardit Kaja and his partners, as the former MP seems to have had his eye on the area for a long time.
The documents provided by Vox News are in fact a ready-made file for the Special Prosecutor's Office, where it will find the percentage of shares or even the decisions and approvals of Festime Mjeshtri for the use of this huge property. Our editorial team has provided internal documents of the Municipality of Bulqiza, which all bear the name, signature and seal of Festime.
At the end of last year, the Municipality of Bulqiza and Festimja itself quickly approved a draft decision “on the approval in principle of the lease for the construction of a wind turbine, photovoltaic (stations, foundations and relevant facilities, on the property with a total area of ??85.9 ha)”. According to it, the lease term is over 10 years with the right to renewal, according to the period specified in the project and the feasibility study submitted by the applicant in the competition.
The documents clearly state that the property was "claimed" by the company whose shareholder is the former deputy and former prefect of Dibra, while the subsequent actions of Festima or even its subordinates are highly suspicious. In all the documents that our editorial office has obtained, there is no consultation with the local residents, there is no information about them or even about the Martanesh Administrative Unit. There is no auction announcement in the area. Everything is silent, as it is a robbery.


What is striking in this whole story is the speed of Festime Mjeshtri's actions, who initialed another document to give this area to Kaja. On October 27, 2025, a few minutes after the draft decision was issued, Festime put her name, signature and seal on another document, which concerns the technical-economic study for giving the area for use from the forest and pasture fund of publicly owned areas of the Bulqizë Municipality.
Everyone has been put in a “row” by the mayor, as in just 5 days, from order number 491 of October 22, 2025, to October 27, they managed to compile a “mountain of papers”. During these 5 days, all officials drafted the relevant documents for the alienation of the property with an area of ??85.9 hectares. The working group consisted of Arben Mera, responsible for forest administration, and Besnik Cukali and Ali Mirku, forest specialists.
But, which company was the beneficiary?!
A few days ago, Vox News published the document announcing the winner of the fictitious auction announced by the Municipality of Bulqiza. “The declared winning value is 11,467,650 lekë/year. The declared winning bidder is the entity 'ALB-ML Solar Energy Investment',” the documents stated.

According to documents available to Vox News, the company "ALB-ML Solar Energy Investment" was founded in July 2025 by Latif Miha, former MP and prefect Ardit Kaja and Saimir Jakimi. The company's capital is only 100 thousand lek, while Miha owns 60% of the company, while Ardit Kaja and Saimir Jakimi each own 20% of the company.

Vox News has learned that one of the partners of this company, Ardit Kaja, has strong connections with the government. He was the Prefect of Dibra in 2017, while previously he was the General Director of the Ministry of Transport and Infrastructure. He was also the Chief Inspector of INUK, in the Municipality of Tirana in the years 2010-2011. Meanwhile, he was also a deputy of the Albanian Parliament for one legislature and then, director of the Labor Office in Dibra.
