The tender for the reconstruction of the new SPAK building fails for the second time, where no company participated in the procedure.
A few weeks ago, the Special Prosecutor's Office against Corruption and Organized Crime made an announcement about the cancellation of the procedure, while a similar announcement was published in the next SPAK newsletter.
It seems that none of the construction firms, from those that fight with each other to get the tenders of other institutions, preferred to give an offer and participate.
This is because a good part of them are being investigated by SPAK, in some cases indirectly and in other cases directly, since some officials of ARRSH have been accused of favoring the companies.
Delays in the construction of the new building, which SPAK took over from the Municipality of Tirana, have also led to overcrowding in the old building of the former Serious Crimes Prosecutor's Office.
The agents of the National Bureau of Investigation will be located in the new building, which will be connected to the new building through an above-ground tunnel.
According to the documents available to VoxNews , the Special Prosecutor's Office Against Corruption and Organized Crime has published the above notification in the Public Procurement Agency.
The notice was published on November 11 and is the second in a short time, which refers to the cancellation of the tender.
It is about the cancellation of the procurement procedure with the object " Construction and reconstruction for the new building of SPAK ", with a limit fund of 395,322,783 ALL, excluding VAT, or about 4 million euros.
" The reasons for the cancellation are because no suitable offer was submitted in the one-stage procedures. The contracting authority, the Special Prosecution Against Corruption and Organized Crime will enforce the deadline for complaints.
With the publication of this form, the deadlines for appeals begin according to the provisions of Article 110 of Law 162/2020 'on public procurement', as amended, this announcement states .
