In Skopje, protests have continued for days against the French proposal that enables the opening of negotiations for membership in the European Union. The organizers are the opposition of VMRO-DPMNE and pro-Russian groups, mainly nationalists who use the rhetoric of danger from the Bulgarianization of the country.
But what is the purpose of the French proposal?
The main goal is for Bulgaria to withdraw its objections to the membership of North Macedonia in the European Union.
Bulgaria, which as a member of the EU has the right to veto the membership of new states, wants North Macedonia to officially recognize that its language has Bulgarian roots, to recognize the Bulgarian minority in the country and to remove "the language of hatred" against Bulgaria. For two years now, Bulgaria, through its veto, has blocked the beginning of negotiations for the membership of North Macedonia and in this way has become an obstacle for Albania towards the path of the integration process in the European Union.
The document known as the "French proposal", for the settlement of the dispute between North Macedonia and Bulgaria, was presented during the presidency of France with the Presidency of the EU and consists of seven points. The Macedonian government published the document on July 1.
The part that has provoked the most debate is the issue of language and the historical past, which is part of the Good Neighbor Agreement with Bulgaria and as such, this agreement is also included in the French proposal .
Seven key points from the French proposal:
1- Reiterating its conclusions of 14 December 2021, the Council welcomes North Macedonia's continued determination to continue the European Union's reform agenda and deliver visible and sustainable results.
2- On North Macedonia's path to membership in the European Union, the Council recalls the importance of achieving visible results and implementing bilateral agreements in good faith, including the Prespa Agreement with Greece and the Treaty of Friendship, Good Neighborliness and Cooperation with Bulgaria .
3- In this regard, the Council welcomes the agreement on the protocol of the second meeting of the Joint Intergovernmental Commission formed according to Article 12 of this Agreement. This important step will contribute to good neighborly relations and regional cooperation, which remain essential elements in the enlargement process, as well as the stabilization and association process.
The inclusion of Bulgarians in the Constitution is required
4- Also, it will enable the strengthening of equal rights of members of minorities and communities in North Macedonia and as such will contribute to compliance with the political criteria of Copenhagen. In this regard, the Council welcomes the intention of North Macedonia to start with priority the changes in the relevant constitutional amendments, with the aim of including in the Constitution the citizens who live within the borders of the state and who are part of other nations, such as the Bulgarians.
5- Taking into account the unimpeded progress and harmonization in all areas identified by the Council in June 2018, the Council decided to adopt the Negotiation Framework and, in accordance with the Improved Methodology and the decision to open accession negotiations taken on March 25, 2020 , to hold the intergovernmental political conference with North Macedonia to present the next steps of the enlargement process, after the adoption of the Negotiation Framework, as described in the "EU Introductory Declaration".
6- To complete this phase of the opening of accession negotiations, the Council also decides to convene another intergovernmental conference in order to present the Negotiating Framework and the current state of the preparatory work carried out by the Commission and is ready to hold it without further delay or further political decisions, once North Macedonia implements its commitment to the aforementioned constitutional amendments, in accordance with its internal procedures.
7- In this regard, the Council notes that the Commission has made progress in its work for the implementation and completion of the process of analytical review of the EU law (acquis) and is ready to immediately present the results of North Macedonia. Based on this, the Council invites the Commission to continue to assess the degree of readiness of North Macedonia for the opening of negotiations in certain areas and to identify the issues that are likely to appear in the negotiations, starting from the basic group, values, which, in accordance with the Negotiating Framework, will be opened after North Macedonia fulfills the relevant criteria agreed by the Council.
The position of the Albanian parties on the French proposal
Politically, the Albanian parties have welcomed the French proposal, as they have no feelings about the Macedonian identity, which the opposition opposes.
After the meeting with Kovacevski, Ali Ahmeti of DUI said that the country should accept the proposal and with it the European future is sealed.
"For the benefit of all, for a secure and progressive future, let's use this historic opportunity and seal once and for all the fate of the country's integration into the European Union," said Ahmeti.
Even Ziadin Sela of the Alliance for Albanians accepted the French proposal, although in opposition.
"Ash is on the side of continuing the European journey, we are on the side of not creating other alternatives, whatever they may be, called the Open Balkans. The only alternative for North Macedonia and the region should be the European Union and nothing else," said Ziadin Sela, president of ASh.
