The news of these days and broadcasts in almost all televisions and media have been focused on the causes of the cardiac arrest due to the loss of life of Mr. Bogdani.
Condolences to the family.
Endless analysis and partial conclusions from specialist, different expert and non-specialist. Many of them give clear academic explanations, the reasons and causes of cardiac arrest and its treatment.
I see that even professionals or professors make a wrong judgment, because they do not know the health system in all its components, because they are closed within the walls of the hospital or ward where they work and the territory for them has remained in place according to them.
Someone analyzes, someone finds guilty, someone judges, others as usual with different hypotheses and the final discussion is done or not!
I don't want to justify or argue with anyone, but what I advise is the fact that no one should talk about a system they don't know, as it has to do with the lives of citizens. Public opinion in such moments of disaster is very large and follows these media and broadcasts, therefore giving incomplete or wrong information damages them.
In a system, there are several factors that affect its quality, starting from the legal basis, tools, equipment, personnel and training.
I wanted to clarify the public opinion about some important things.
I have been teaching cardiac arrest and sudden death since 2001.
This is a phenomenon for the whole world, especially for the developed world.
What is cardiac arrest and sudden death?
"Sudden and sudden cessation of cardiovascular and respiratory activity, preceded or not by signs and symptoms, in a person with or without previously known cardiac disease."
The statistics are:
One person in 1,000 people dies suddenly worldwide, regardless of whether or not they had a previous illness. So in Tirana, about 1,000 people die unexpectedly every year! That doesn't mean they haven't been sick before, because hereditary diseases, valvular diseases, arrhythmias and atherosclerosis have taken their toll over the years.
What can we do to provide first aid?
First: What are the first signs and symptoms that can lead to cardiac arrest?
Pain in the center of the chest radiating to the mandible, neck, shoulders or similar to stomach pain, difficulty breathing, general weakness, nausea, vomiting and sweating during physical exertion or at rest.
Second: If cardiac arrest occurs, how can we administer first aid, administer electric shock (defibrillation) and prevent anoxic cerebral injury (chest compression-ventilation)?
For this, the first thing we must do is the notification of the number 127, from which you immediately receive the course of action to perform cardiac massage and defibrillation when it is available and its use is advised.
It is true that the defibrillator saves lives in a high percentage of cases.
We cannot talk about an emergency service that we do not know, dear professor, colleague or analyst!
It is not true that only rich countries can make this emergency system.
It is not true that it is not done!
It takes vision, professionalism, humanity, getting out of daily schemes and routines within personal responsibilities, opening the academic world to evolving problems, cooperation and finding alternatives, not looking for culprits and pointing fingers. This is done by politics, institutions, professors, colleagues, and their will.
Some data that the emergency service has made available:
-20 Defibrillator-monitors have been purchased since 2017 when the Coordination Unit of KKUM started working.
-30 AEDs (automatic external defibrillation, which only give an electric shock), have been placed in the ambulances, which did not have them before.
- 112 new ambulances that were purchased from December 2018 to last year are all with monitor-defibrillator.
Last year, a collaboration project was completed between the Ministry of Health, the Ministry of Health, the Italian cooperative and the regional hospital of Vlora, where, in addition to the construction with a contemporary vision of the emergency of this hospital, 8 AEDs were placed on each floor of the hospital, at the pharmacy and at its entrance.
The project, the city with a protected heart "Vlora", launched by QKUM two years ago, is today a reality.
8 AEDs have been placed in the city at the following points:
1. 1-Town Hall
2. 2-Historical Center
3. 3-Police
4. 4-Stadium
5. 5-P. Sports
6. 6-Seaport
7. 7-Lungomare
8. The theater is on the program
This year, AEDs (30) have been installed in all summer health centers.
We have a complete pre-hospital emergency system.
Is this enough to respond to the needs of citizens?
No, it is not enough, but first the emergency system and all public or private health institutions must be completed.
The defibrillator is necessary in all those places where there is a large flow of people, not at every intersection as I heard these days in the media.
They are:
Train stations, airports, ports, stadiums, sports halls, supermarkets, cinemas, theaters, institutions, businesses with a certain number of other people.
