The Special Prosecution Office has launched an operation in several cities across the country, as part of a long-running investigation into a structured criminal group.

So far, it is learned that two security measures have been imposed, while one of them was executed in Shkodra, where Bledar Cafi was arrested .

Police announcement:

The police operation codenamed "High Wall" is finalized.

The operation was carried out by the State Police in collaboration with the BKH, under the direction of SPAK.

A citizen with high social risk is arrested and put in handcuffs.

Work continues to arrest another citizen, who was not found in the apartment during the operation.

The operational and investigative structures of the State Police, specifically the Renea Special Forces, the Directorate of the Special Operational Force, the Directorate for Narcotics Investigation, the Shkodra DVP and the BKH, under the direction of SPAK, in implementation of the order of the SPAK Special Prosecutor's Office and the Court's decision, have developed and finalized the police operation codenamed "High Wall", with the aim of executing the personal security measure against a citizen, as well as carrying out checks to locate and capture another citizen, who is wanted.

As part of the operation, in Shkodra, it was possible to capture and arrest citizen BC, 50 years old, born and residing in Shkodra, a person with high social risk.

His capture and arrest took place in the early hours of this morning, at his apartment in Shkodra. The Special Court of First Instance for Corruption and Organized Crime, on 25.09.2026, has assigned to this citizen the personal security measure "Arrest with imprisonment" for the criminal offenses "Trafficking in narcotics", committed in collaboration, in the form of a structured criminal group, as well as "Structured criminal group", "Commitment of criminal offenses by a criminal organization and a structured criminal group".

Also in accordance with the decision of the Criminal Investigation Division, a search was conducted in the premises belonging to the wanted citizen ED, alias ID, 43 years old, born in Kukës and resident in Tirana, a wanted person since 2024, for whom the Criminal Investigation Division has determined the security measure "Arrest with imprisonment" for the criminal offenses "Trafficking in narcotics", committed in collaboration, in the form of a structured criminal group, as well as "Structured criminal group", "Committing criminal offenses by a criminal organization and a structured criminal group".

During the checks, this citizen was not found and work continues to locate and capture him.
