Prime Minister Edi Rama spoke at the UN General Assembly about the use of artificial intelligence in governance, focusing on Albania's experience with "Diella".
Rama said he was positively surprised by the interest of foreign friends in what is happening in Albania with artificial intelligence.
"I was very positively surprised that so many friends wanted to know about what is happening in our country with artificial intelligence. We are a nation that has already lived the future that others are debating."
The Prime Minister said that artificial intelligence should be used to empower human beings and not make them dependent on technology.
Rama emphasized that the main risk lies in its use by the wrong people or states, while underlining the need for technology that learns and not just obeys.
Albania is not a developer of cutting-edge models, but we are a country that is building a future that others are still debating.
"The message we owe you is very simple. The biggest risk will be that Artificial Intelligence will obey the most wrong person. The risk is on three levels: what it does in our country. They do not carry flags, but they can be deployed by a state. The machine has no conscience, but it can borrow the government of a country. When success is measured only by how much work the machine takes away from the human being, we can have institutions, but less capable people. We can build Artificial Intelligence that learns, not just obeys," the prime minister said.
Rama stated that Albania has become the first country to bring an artificial intelligence instrument into the government architecture, through "Diella".
“Albania became the first country to bring an AI tool into the architecture of government, through Diella. We did not do this to transfer sovereignty to machines, but to make public services more accessible, procedures more transparent and the state more accountable.”
