Currently, the National Employment Agency offers 6,300 job vacancies across the country, of which only 1,400 or 22 percent are professions that require higher education.
Among the professions where people with higher education are required are dentists, information technology workers, managers, etc.
But mostly the job offer is for people with secondary education and the service sector is the biggest provider of new jobs from state employment offices at the beginning of 2024.
The processed data show that a quarter of the vacancies are in Tirana.
The labor market during 2023 has followed the downward trend of the general unemployment rate, but the increase of youth unemployment.
For the nine months of 2023, the annual increase in the number of employees was an average of 2.7 percent. The Ministry of Finance analyzes that, from the point of view of labor supply, this increase in employment has been mainly fueled by the increase in the rate of participation in the labor force, and further, the rate of employment, which in the third quarter of 2023 reached respectively the levels of 76 percent (from 73.4 percent a year ago, Q3-2022) and 67.7 percent (from 65.4 percent a year ago, Q3-2022).
The average unemployment rate for the nine months of 2023 (for the 15-64 age group) was 11.2 percent, down from the level of 11.3 percent for the nine months of 2022.
In medium-term forecasts, employment is expected to increase by an average of about 0.2 percent per year during the years 2025-2027. The higher rate of participation in the labor force will be the main generator of the increase in the labor supply, while the negative demographic trends, observed for several years now, are expected to continue to have constraining effects both on the labor supply and in aggregate employment numbers over the following medium-term period.
Services are expected to contribute more to the increase in labor demand compared to other sectors of the economy due to positive developments in tourism.
However, it is expected that the expansion in employment in the medium term will be at fairly moderate levels, reflecting the opposite effects of the increase in the labor force participation rate on the one hand and negative demographic trends on the other hand.
The Ministry of Finance expects overall labor productivity to continue to improve, reflecting the movement of labor forces towards sectors with higher relative productivity than others, as well as reflecting continued economic technological improvements.
