Subsidies in agriculture, application starts through e-Albania!

Applications for the agricultural support scheme are open today. All farmers and livestock breeders can apply through the e-Albania government portal at no cost.

From the support scheme in agriculture, this time not only farmers will benefit, but also livestock keepers, beekeepers, fishermen. Applications will be open until April 11. Prime Minister Edi Rama has called on farmers to apply.

The total fund for the national agriculture scheme is 3.3 billion ALL. For the first time, a subsidy scheme will be applied in support of farms with no less than 10 cows in the value of 10,000 lek per head, and beekeeping in the value of up to 1,000 lek per hive, for farms with no less than 50 awake.

In this year's scheme, there is a change in the support of oil farmers, as the agricultural area that would be supported through these funds has increased. From 0.4 ha, which was the criterion to benefit from oil support, the agricultural area has now gone to 1 ha.

Which means all farmers with land area of ​​1 ha can apply for oil subsidy. The state subsidizes 80.4 ALL from the price of oil, which includes excise duty, turnover tax, carbon tax and VAT. For 2022, 34,731 farmers benefited from tax-free oil worth 1.95 billion ALL.

Meanwhile, the 2023 schemes also include grants for investments in fixed assets, for the construction of agricultural and live animal markets and slaughterhouses. Also part of the support schemes will be the training and transfer of knowledge in the field of agriculture and rural development from UBT, in addition to the oil scheme that will continue for the third year in a row with a budget of 1.4 billion ALL.

During 2022, 49,000 farmers benefited from the National Agriculture Support Scheme. The main place was marked by livestock measures with about 43.6% of applications, followed by wheat cultivation with about 24.7% and support for beekeeping with about 18.2% of the total applications.

Support from the National Agriculture Scheme

Measure 1
For the basic matriculated herd (reproductive animals), for farms with no less than 10 (ten) heads of cows, in the value of up to 10,000 (ten thousand) ALL/head, but not more than 500,000 (five hundred thousand ) lek per subject.

Measure 2
For the basic matriculated herd (reproductive animals), for farms with no less than 100 (one hundred) sheep and/or goats, in the value of up to 1,200 (one thousand two hundred) ALL/head, but not more than 360,000 (three hundred and sixty thousand) ALL per subject.

Measure 3
Beekeeping in the value of up to 1,000 (one thousand) ALL per hive, for farms with no less than 50 (fifty) hives, but no more than 150,000 (one hundred and fifty thousand) ALL per subject.

Measure 4
Support for seeds/seedlings and other inputs in the value of up to 200,000 (two hundred thousand) ALL per ha per season and not for more than 2 seasons, for the cultivation of vegetables, table grapes in greenhouses and/or strawberries in plastic tunnels for individual farmers or a group of farmers, with a planted area of ​​not less than 1 (one) ha and not more than 1,500,000 (one million five hundred thousand) ALL per applicant.

Measure 5
Organic farms for the transitional period, in the first year, in the amount of 100,000 (one hundred thousand) ALL, in the second year, 150,000 (one hundred and fifty thousand) ALL, in the third year 150,000 (one hundred and fifty thousand) ALL and 200,000 (two hundred thousand) per certified farm.

Measure 6
Global GAP implementation and certification, in vegetables, fruits, grapes, olives, citrus and other certifiable agricultural crops, to the extent of 50 (fifty) % of the total value of the tax invoice:

   - but not more than 175,000 (one hundred and seventy-five thousand) ALL, on an area not less than 1 (one) ha;

   - but not more than 500,000 ALL, for an area of ​​not less than 3 ha in protected areas and not less than 10 ha in an open field.

Measure 7
For the renewal of the fishing vessel infrastructure. The amount of the benefit should be 50% of the total value of tax invoices, but not more than 13,500,000 (thirteen million five hundred thousand) ALL for fishing vessels equipped with valid commercial fishing permits and not more than 20,000,000 (twenty million) lek per subject. Refurbishment of the fishing vessel includes: i. The purchase and installation of the main engine, but not more than 7,000,000 (seven million) ALL; ii. The purchase and installation of the auxiliary engine (marine generator), but not more than 1,000,000 (one million) ALL; iii. The purchase and installation of the ship's crane, but not more than 3,500,000 (three million five hundred thousand) ALL. The crane also includes aggregates, hydraulic motor, friction oil pump, multiplier and pipes; iv. The purchase and installation of the truck (koplun), but not more than 3,000,000 (three million ALL); c. General repair of the ship, but not more than 9,000,000 (nine million) ALL.
