Why sports betting is making a comeback

The government argues for the return of betting by underlining that with their ban in 2018, this activity was channeled to be practiced in the dark.

"On the part of the Authority for the Supervision of Games of Fate, within the framework of the exercise of its functional duties, checks were carried out throughout the territory of the Republic of Albania for the years 2019, 2020, 2021 and 2022 in total 1421 checks from which confiscations were made, criminal proceedings and administrative measures with fines for 135 subjects and individuals who operated illegally in the gambling market. Also, AMLF has reported 4035 illegal betting addresses to AKEP with the aim of closing these addresses", the report states.

Considering this situation, the initiative was taken to return the Sports Betting category to the gambling market only in the form of Online Sports Betting.

Among other things, the draft law proposes the following:
Revision of the licensing method by providing stronger criteria for gambling organizers;
Providing secure online platforms;
Ensuring the way of registration of every player who plays sports betting keeping in control every information and amount played;
Making payments only through financial agents;
The creation of the licensing commission as a collegial decision-making structure for the licensing of entities that will exercise activity in the field of gambling;
Ensuring player protection, not only through social programs but also through the guarantee fund for players; For the creation of guarantees for the winners of gambling games, the organizer of the "Online sports betting" category is obliged to solidify a fund of 120,000,000 (one and twenty million) lek, but not less than 5% of the amounts played by players within a previous fiscal year, in a special bank account, in favor of the Ministry of Finance, which is unlocked only by order of the minister responsible for finance.
