The "Albania Smart City" project, considered one of the Albanian government's largest initiatives in the field of public safety and technology, is being accompanied by a continuous increase in financial costs, without a clear public argument from the executive.

According to official documents, consulted by ekofin.al, the indicative cost of the project has reached 134.4 million euros with the latest review.

Initially, the project was included in the list of projects of national importance with an indicative cost of around 60 million US dollars. However, following the visit of the Emirati president to Tirana in February this year, the cost of the project increased significantly and was envisaged to be financed through a loan from the Abu Dhabi Fund for Development.

The details of this loan were made public through a draft law submitted to the Assembly, which was approved in March before the elections, and which provides for the ratification of a loan agreement worth 118.5 million US dollars, intended for financing the project "Camera System under the Administration of the State Police - Smart City".

According to the accompanying documents, the project foresees the installation of 2,239 ANPR cameras for automatic license plate recognition, 2,602 PTZ cameras for traffic monitoring, as well as 3,816 body cameras for State Police officers. It also foresees the installation of 100 intelligent radars and 100 sensors for monitoring traffic flows on Albanian roads.

However, the latest development shows that the cost of the project has not stopped at this level. With the recent change in the list of projects of national importance, with mature status, the government has revised again, without much public explanation, the indicative cost of the “Smart City” project.

From 112 million euros in July, the cost has increased with the latest changes in November to 134.4 million euros, which at the current exchange rate translates to about 157 million US dollars.

This new cost increase constitutes the latest and most significant financial change to the "Smart City" security camera project, which is expected to be implemented by the Arab company "Presight", raising questions about the transparency of the process, the reasons for the continuous budget increase, and the long-term financial burden that the project will have on Albanian public finances.

And besides this, another debatable aspect is that the loan will be taken from the Arabs of the Abu Dhabi Development Fund and with that money an Arab company will be paid again, all this without competition, but only with an agreement. / ekofin.al
