If I were interested in building in Tirana, the biggest problem would be finding land. There are few vacant plots. Very little. Even the few plots that are left have such a price that if you dig a hole, oil will come out!

One solution could be the earthquake. Earthquakes occur, the buildings get a few cracks and a committee of experts facilitates the work by putting a cross on the buildings. Soon the "new" is born over the "old" overnight. Fence of the new plot. Board and notice of sale. Occasion.

We still cannot control the earthquakes, but we know that there is no problem without a cure. 

The solution is in front of your eyes. It is a fact that these years more buildings have been demolished by the "government" than the earthquake. Why not make an "earthquake"?

And this "earthquake" is blessed because you can predict not only the place where the earthquake will fall, but also the time. For example, it can fall in the center of Tirana, but not in the suburbs, it can fall in Durrës, Vlora, Fier, Saranda, but not in Librazhd, Çorovode, Maliq, etc., etc.

Is the idea of ??demolishing 50-year-old buildings original? No. It is a relatively new idea, but not original. The original is in Moscow. But in Moscow (in 2017) they were more honest. They have not made a draft decision on the security of the buildings. They did not talk to the Construction Institute, but simply said: we will demolish the 5-story buildings built during Khrushchev's time and build towers.
