The Chairman of the Independent Qualification Commission, Pamela Qirko, is illegally in office. But, if you are good with the party, you can break the law whenever you want and be appointed or elected with the votes of the party deputies, in important institutions. This is what happened to Pamela Qirko Balluku.

But since Belinda Balluku, her sister is a minister and now deputy prime minister, as someone close to the head of government Rama, it was enough as a bond to remove the legal obstacles on the career path. Mrs. Balluku was elected in June 2017, to be appointed by the Assembly of the Republic of Albania as a Commissioner in the Independent Qualification Commission.

And three years later, in July 2020, by the decision of the Commission Meeting, she was elected to the position of chairperson of the Independent Qualification Commission, a position she still holds.

The chairman of the re-evaluators was elected and appointed to this position in violation of the law, of the new reform in justice. In Article 6, one of the skipped elements is the average of the legal education cycle. Balluku completed his law degree by correspondence, without taking a break from work in the years 1996-2001.

Her grade point average is 7.47, and in the formation exam she was graded 7, seven. It has a low technical profile, a low rating in the group of subjects that qualifies the high profile of lawyers.

In the results of her schooling, 36.8 percent of her results, almost half, this percentage of the education subject, have grades five and six. The subjects of physical education and foreign language 10 are elements that have somewhat increased the score of the final evaluation of the average.

Although the scope of her duties is different from the qualifications and courses, in which there are obvious time gaps, the periods are not marked, in what Balluku himself has made transparent on the Commission's website. And there are NGO trainings, private courses, but not concrete Universities, which would bring other claimed quality in basic education.

In her work at the Qirko commercial companies, she affirmed that this experience gave her the title of "Senior Lawyer", a position she held until June 2017, contributing, as she stated, to further development and success of this society.

As the law determines the selection of commissioners of the body of the independent qualification commission, there are obvious shortcomings and penalties for any other applicant, for whom they have worked, but not for Cirko.

It is not recorded anywhere that he completed the cycle of master's studies, although he may have been integrated into the first cycle of study. He has not been a judge, lawyer, law professor for 15 years.

The fulfillment of the legal criteria is evaluated by taking into consideration in particular the data such as scientific titles, which are missing in this curriculum vitae.

Por mjafton partia dhe ajo heq çdo vështirësi, pengesë. Ajo që bën përshtypje është edhe fakti se ndërkombëtarët, pjesë e këtij procesi të reformës, kryesisht të zgjedhjes së vetuesve, nuk kanë mundur ta vënë re se shkeljet nuk kanë qenë aspak penguese për të përzgjedhur Ballukun, fillimisht anëtare e më pas Kryetare.
