The Chief Commissioner of the CEC, Ilirjan Celibashi , has requested the approval of amendments to the Electoral Code to facilitate the registration process of diaspora voters. 

Through a draft, Celibashi has addressed the Assembly to enable changes, as the draft decision regarding the list of documentation required to prove the residence of an Albanian voter outside the territory of the Republic of Albania has been revealed.

According to the CEC draft decision, it is envisaged that application documents for Albanian emigrants can be uploaded through the electronic platform, PER, by any family member of the person in whose name the document is. 

The proposal states that the person uploading the address document to PER must also upload one of the following documents:

-family certificate of the person applying for PER which shows the relationship;

-personal certificate showing the relationship to the person in whose name the address document is;

-one of the Albanian identity documents of the person in whose name the address document is;

-a statement in official form issued by the person in whose name the address document is.

Also, the address document in the name of a person can be uploaded to PER by other persons who reside at the same address as the person in whose name this document is.

According to the proposal, in this case, a statement is required from the person in whose name the address document is to prove that the other person also resides at the same address with him/her.
