The students of Tirana University of Arts have addressed a letter to the Minister of Economy, Culture and Innovation, Blendi Gonxhja, to express their concern for the lack of cooperation from the National Theater of Opera, Ballet and Popular Ensemble. They say they feel excluded and discriminated against by institutional policies.
According to them, the cooperation agreement between the University of Arts, the Ministry of Culture and TKOBAP is not being respected.
One of their main concerns is the fact of the massive involvement of the students of the Conservatory of Salerno and Foggia (Italy), "where the artistic director of TKOBAP, Jacopo Sipari di Pescasseroli joins as a lecturer of the conducting class, and consequently the non-engagement of university students ours. This one-sided behavior contradicts firstly the national principles and then, those of equality and opportunity for all our students".
According to the students, it seems that TKOBAP finds it easier to "orient Albanian taxpayers towards Italian students than to cooperate with the Tirana University of Arts, which is located no further than 500 meters away".

Dear Mr. Blendi Gonxhja,
Through this letter, we, the Student Council of Tirana University of Arts, would like to express our concern over the approach of the highest and only artistic institution in the country, such as the National Theater of Opera, Ballet and Popular Ensemble. As a consequence of this approach, we feel excluded and discriminated against by institutional policies.
Based on the fact that the University of Arts is the only institution of higher education in the country that graduates artists, and conversely, TKOBAP is the only national institution where these artists can join, we express our regret as follows:
The cooperation agreement signed between the University of Arts, the Ministry of Culture and TKOBAP, which is dated 03/10/2019, is not followed seriously by TKOBAP.
One of our concerns is the fact of the massive involvement of the students of the Conservatory of Salerno and Foggia (Italy), where the artistic director of TKOBAP, Jacopo Sipari di Pescasseroli joins as a lecturer of the conducting class, and consequently the disengagement of the students of our university. This one-sided behavior contradicts firstly the national principles and then, those of equality and opportunity for all our students.
Apparently, TKOBAP finds it easier to orient Albanian taxpayers towards Italian students than to cooperate with the Tirana University of Arts, which is located no more than 500 meters away.

Besides this phenomenon, a number of aspects have already become worrying for us. The publication of the TKOBAP auditions is first published on the social network profile of the artistic director, Jacopo Sipari, in the Italian language, contradicting the non-publication at the same time on the official website of TKOBAP.

This approach does not seem serious to us, creating conditions and spaces for discussion about criteria which often turn out to be contradictory and personalized.
Taking place in these conditions, we address you with several requests on the moral, legal and professional validity of these policies that TKOBAP follows:
1. How legal are the announcements for new jobs, also offered to foreign candidates?
2. Are full-time employment contracts for foreign artists legal, referring to the Law and the Constitution of Albania?
3. How legal is the announcement of vacancies on the personal page of the artistic director Jacopo Sipari in Italian, given that this is not presented as an attachment to the official website of TKOBAP, which to our knowledge is the only official source?
4. Is employment at TKOBAP with the same requirements for the level of study for each job?
5. Are they masters of at least B2 level of the Albanian language?
With the confidence that you will take our concern into consideration and consideration, we thank you for your time.
With respect,
Student Council of Tirana University of Arts.
