Only 6 days after the cancellation of the 4 million euro tender for the mobilization of SPAK's new offices and the construction of an air tunnel that will connect the two existing buildings, the special prosecutor's office has reopened the second phase of this tender, aiming to select a company construction that will carry out the works within a period of 1 year.
The practice was reopened on October 2, leaving as the deadline for closing the offer submission phase October 17, 2024.
This second phase has been predetermined and the winner is already known in the circles of the builders but also by the members of the Bid Evaluation Commission themselves, who have received the directives on how they should act.
The first procedure of this tender failed after the members of the SPAK Bid Evaluation Committee initially assessed that no suitable bid had been submitted.
In fact, some of the main tenders in SPAK, which had considerable financial value, were canceled in the first phase of the selection of offers presented by economic operators.
The same situation happened with the 4 million euro tender, money that will be spent on the construction of the air tunnel and the mobilization of the offices, including some internal electric stairs.
Now for this case, a reliable source near SPAK told the journalist of "Ora News" Elton Qyno, that the tender for carrying out the works has been predetermined which private company will win it. Predetermination of the winner is carried out also because SPAK risks burning the monetary fund provided by the State Budget.
On the other hand, the source says, SPAK has been provided with a construction permit from the Territory Control Council, signed by Prime Minister Edi Rama, and this permit must be implemented within a certain period.
But at the same time SPAK officials have the pressure of the lack of facilities for the officers of the National Bureau of Investigation and the Special Prosecutor's Office.
The formula for predetermining the winner in SPAK's tendering procedures is a formula that has been applied in almost 95 percent of the practices opened by SPAK.
This is what happened for the first time with the selection of the winning company that carried out the works for the reconstruction of the facility of the former Prosecutor's Office of Serious Crimes, that today these premises are used by the Special Prosecutor's Office SPAK.
The same happens with the tenders for the supply of diesel, gasoline and lubricating oils, where a single company has the monopoly of winning the tenders in SPAK.
Let's not talk here about tendering procedures that are carried out by direct negotiation, where companies are selected and announced as winners based on friendship, clientelism and bribery.
In this regard, no one controls SPAK, not even SPAK itself controls the employees of its commissions.
In almost 5 years of operation, SPAK prosecutors and officers have not left a state institution (except SHISH) without entering and combing public tenders or auctions, going all the way to the firewood bought by Eduard Kapri in Pogradec.
But surprisingly, during this time, none of the tenders developed by SPAK has been verified and investigated./ oranews
