SPAK made a mistake with the investigation of the incinerators, and the way the files were shared or the facts were hidden saved the big names from the investigation, while low-level officials, except former minister Koka, were detained.
The separate investigation of the file on the incinerators has damaged the investigation and left out of criminal responsibility persons involved in this affair, as was the case of the former minister Arben Ahmetaj, who, although there is evidence, was not called to SPAK. According to former prosecutor Eugen Beci, the fragmentation of the file has led to delays in the investigation.
"Beginning in separate pieces led to a lack of coordination of the investigation teams. It brought procrastination. Sharing files diverts the investigation. A single file would not recreate anomalies, it would prove the criminal fact and all the characters involved. Not from the little ones to the big ones, but to all of them together to bring out the authorship of the criminal fact", said former prosecutor Eugen Beci.
The report by the journalist Adriatik Doçi can serve as an impetus for the investigation to go further for the evidence that SPAK has in the incinerator file for the former minister Ahmetaj.
The report will prompt the fact to prove whether these evidences exist and whether they have been evaluated by SPAK.
According to Beci, in the three years of its existence, SPAK has been under constant pressures that have affected its performance.
SPAK has been under pressure from internal and external factors and this does not leave room to understand that it was the lack of professionalism of the prosecutors or the pressure exerted that did not achieve the expected results./ TCH
