"I will arrest you." This threat was addressed by Elbasan prosecutor Gjergj Ceka to lawyer Ulian Bajrami during a tense debate in the courtroom on October 17, 2025.

From words, it went to deeds. Just a few hours after the debate, lawyer Bajrami was arrested for "threatening the prosecutor", a case that caused a strong reaction from the Bar Association and lawyers throughout Albania.

But, for the High Inspector of Justice, Artur Metani, "although prosecutor Gjergj Ceka appears to have lacked self-restraint and violated the rules of solemnity and ethics in communication... there have been no concrete consequences regarding the exercise of the prosecutor's function...".

Also, Chief Inspector Metani appears to have been very tolerant of Prosecutor Ceka, justifying his actions as " hasty...due to lack of experience."

This absurd stance of the Chief Inspector of Justice, who says that he initiated the verifications mainly after media reports, violates the minimal logic of public opinion.

Artur Metani says that "there were no consequences...", while lawyer Bajrami remained in detention for at least 40 hours, until another Elbasan prosecutor determined that his detention was illegal.

The High Inspector of Justice is one of the new structures of the “New Justice.” Constitutional powers place the ILD in a superior position over the courts and the prosecutor's office, as it has the right to initiate disciplinary investigations against magistrates.

But, beyond its expanded powers, the ILD, under the direction of Chief Inspector Artur Metani, has proven to be an amorphous structure, as best demonstrated in the case of Elbasan.

Debate between prosecutor and lawyer

On October 17, 2025, the Elbasan Court was reviewing the requests of Prosecutor Ceka for the imposition of security measures against several persons suspected of "resisting police forces" and possessing weapons without a permit.

Lawyer Ulian Bajrami was the legal defense attorney for suspect MS, the latter suspected of resisting police.

During the court session, lawyer Bajrami concluded that prosecutor Ceka had no evidence against his client and that the prosecutor was manipulating evidence to aggravate the position of citizen MS.

In his speech, the lawyer addressed the prosecutor saying , "I will deal with you personally and with the Judicial Police officers, because you are manipulating the evidence," implying that he would file a criminal report for falsifying evidence.

The prosecutor, most likely in the heat of the debate, misunderstood the lawyer's expression and threatened " I will arrest you."

While the lawyer only has the floor in the courtroom, the prosecutor, due to his procedural position, can turn the threat into reality. And so it happened. On Saturday, December 18, 2025, lawyer Ulian Bajrami is summoned to appear at the Elbasan Police Station, where he is given a detention order, precisely because he had upset prosecutor Gjergj Ceka in the courtroom. However, he is released after a few hours.

Chief Inspector, amorphous structure

The case set a dangerous precedent for the "New Justice", transforming the prosecutor into an inquisitor, who could convert the anger of a lack of arguments into arrest.

The High Inspector of Justice, anticipating a storm in the legal system, intervened within a short time, announcing immediately after the episode that he had initiated verifications for possible disciplinary liability against prosecutor Gjergj Ceka, as well as the judge of the session, Megi Strakosha.

After several months passed and the case of the arrest of lawyer Ulian Bajrami was "forgotten" due to other dynamics, the High Chief Inspector of Justice, Artur Metani, announced that "the case has been archived ", as he and his staff had found no violations, neither by the prosecutor nor by the judge.

From the verification of the case "it results that as a result of the communication not at the highest level of ethical standards by the magistrate, there have been no concrete consequences regarding the exercise of the prosecutor's function, as well as his role as a magistrate, and the prosecutor's behavior has had an isolated character and has only occurred once, and has not created ground for inappropriate behavior in other similar cases. At the same time, it results that the prosecutor has a seniority in office of 5 years, a relatively short period of his experience as a prosecutor magistrate", says the Chief Inspector of Justice, Artur Metani, in a public announcement distributed this Friday, January 9, 2025. / Boldnews.al
