Prime Minister Edi Rama held a meeting with the business community today where an open dialogue was held regarding “fiscal peace.” The Prime Minister explained that this promise, now turned into law, is an initiative that will serve as a bridge of trust between entrepreneurs and the government.
The implementation of the 'fiscal peace' will start from January next year and does not violate legal integrity, said the Prime Minister. Rama said that for any adjustment of fiscal statements from previous years, entrepreneurs will only meet 5%.
"Fiscal peace is a pledge of our electoral campaign and today it is law. Despite some debates, which failed to address the essence of this initiative, today we are in a position to implement it, starting from January next year. It is an initiative to build a new bridge of trust and healthy interaction between the tax administration and entrepreneurship. It is not our invention; the very phrase "fiscal peace" was born in ancient Rome and is an instrument used for thousands of years.
Secondly, it is an instrument to enable all enterprises that are not in conflict with the law and that appear in the state registers as legitimate contributors, to review their fiscal statements. This review gives enterprises the opportunity to correct themselves by redoing the declarations of previous years and having as motivation a much lower tax on profit than the tax that is regularly paid. For each corrected statement, the profit is taxed at only 5%. This increases formalization, does not violate the legal integrity of the entire interaction and helps a process where the enterprise focuses more on its work and its challenges, without having the burden of the shortcomings of the past.
This goes in parallel with a general addressing of fines, which, according to periods and seniority, vary from total cancellation to payment through several installments, again with facilities. Basically, fiscal peace has the agreement with the enterprise on the determination of the new profit ceiling. Based on a scientific projection of profit, on the profit of past years, on economic growth and on the proposal to accept as the profit of the year a certain figure, the administration and the enterprise agree and there is no longer any type of inspection, control or problem that would weigh more than the fiscal burden", said Edi Rama.
