The show "Në Shënjestër" by journalist Klodiana Lala on News24, has shed light today on details of the most wanted names of the Albanian state, who have found Dubai as a "salvation" to hide, to live freely and to continued their criminal businesses.
But who are the Albanian bosses hiding in Dubai, and how are they being treated in this country?
Dubai is the city that never sleeps. A glimpse of Manhattan in the Arabian Peninsula, but at the same time an architectural marvel. Rightly considered one of the pearls of the Orient, the fiscal paradise, where you can spend money without end, without worrying that someone is monitoring you, on their origin.
The city of urban surprises that attracts millions of tourists from all over the world, but in the last 20 years, it has not only become famous as a metropolis that only absorbs inefficient flows of tourists, but that, beyond the ovoid splendor of the facades, preserves another aspect dark, that as characters of the underworld, have converged here from all over the world, and have found their ideal shelter, to escape the pursuit of the law enforcement authorities in their countries.
Today, Dubai is the metropolis where, in addition to drug lords or corrupt politicians driven from their country, many Albanian-speaking characters of the underworld are hidden among them, who have decided to spend their lives in this luxurious deprivation. A type of criminal migration has turned Dubai into the center of attention, but also a headache not only for Albania, but also for other European countries, which look with concern at how this country has become in the last two decades a source of organized crime.
The rivers of drugs flooding Europe are financed from Dubai, due to the very fact that the United Arab Emirates is one of the few countries in the world that does not accept extradition agreements for such criminals. This is also a problem for Albania, where the local authorities find it difficult, if not impossible, to repatriate criminals hiding in Dubai.
While the latter, it is said that from the paradise where they have recently taken refuge, they still run their evil affairs in the world of crime, not only in Albania, where they left their soldiers, but also in Europe, where they extend their criminal activity , after entering the big narcotics market.
But why has Dubai become so attractive in recent years for Albanian criminals?
What are the most talked about names of crime, hiding in this paradise, and why is the Albanian state unable to extradite them and put them before the law?
To understand why Dubai has already become an oasis of relaxation for Albanian crime, it is appropriate to understand the facilities that the United Arab Emirates has created from time to time for exponents of organized crime, and not only Albanians, but around the world. . In addition to the sunshine, they benefit from non-extradition, as well as lax financial regulations where money earned from crime can be laundered much more easily than in another country.
One more reason why many eyes, at the beginning of the second millennium, began to be seduced by the mundane life of Dubai, was also the use of free trade zones that the United Arab Emirates offers, without forgetting here also the international flavor that makes it is an attractive place for people attracted to the world of business and life without excess.
"They live there because they have found a safe haven. It is a shelter which, first of all, keeps them away from the hostilities that they could create if they were in Albania and other hostile groups. But what is more important is the fact that in exchange for investments, in exchange for the money they spend in these countries to stay they have received a kind of immunity which means that they are protected from possible extraditions, not only Albanian justice, but also justice in Europe", says journalist Fatjona Mejdini.
But who are the Albanian bosses hiding in Dubai, and how are they being treated in this country?
Eldi Dizdari is exactly one of the most talked about crime names in Albania, who is hiding in Dubai.
He is today one of the most wanted people in Europe, even on the main list, of those expected to take the first flight to face European justice, this is because of his international connections with the trafficking of hard narcotics .
Dizdari was arrested in 2020 in Dubai, where he was hiding after escaping from Albania. His arrest came after an action taken by Europol in 9 European countries.
Also known as Denis Matoshi, Dizdari is said to have been part of the organization known as the 'Bello Company', run by Dritan Rexhepi, who was then in a high security prison in Ecuador.
The arrest of Dizdar in Dubai was made on behalf of the Italian authorities, but meanwhile his name is also in the files of the Albanian police, where he is most wanted in connection with the massacre of October 4, 2018 in the former Block, an event which ended with one killed and two injured, where one of them was Ervis Martinaj, who was otherwise known as the king of gambling in Albania.
"The main reasons why many Albanian citizens have evaded justice and found refuge in Dubai, that is, in the United Emirates, is related to the fact that we do not have bilateral cooperation instruments with this country. The reason is that Dubai is a country stigmatized as a 'tax free' country", says Arben Braçe, former extradition director at the Ministry of Justice.
But Eldi Dizdari is not the only Albanian who has chosen to escape justice by taking refuge in Dubai. Plarent Dervishaj is another Albanian character of the underworld, hiding in this paradise.
He is said to be living in Dubai, since 2021, immediately after he was declared wanted by the Albanian authorities for two sensational murders, that of businessman Vajdin Lame and of Klodian Saliu, these events occurred in 2005, in the span of 24 hours, the first in Tirana, and the second in Durrës.
But today he is also wanted for another serious incident, the one that happened on November 1, 2019, at the overpass of Shkozeti in Durrës. The attacks where prosecutor Arian Ndoji and his friend in the back seat of the vehicle, Aleksandër Laho, otherwise known as 'Rrumi', were seriously injured.
One of the most violent criminal episodes of recent years, where the driver of prosecutor Ndoji, Andi Maloku, died in hospital.
Dervishaj, who before this assassination attempt, where he is suspected of being the organizer, had himself become the victim of an armed ambush, which took place in the village of Koxhas in Shijak, on June 20, 2019.
An event where numerous batteries of bullets were fired at him and the friends who accompanied him, but luck at this moment seems to be with him and his friends, who saved a few cartoonists with ineffectual bullets that were furiously fired at them.
A new arrest warrant has also been signed for Dervish, as the organizer and orderer of the assassination attempt on the prosecutor, as SPAK for the first time declares that it has discovered the entire chain of assassination, from the financiers, organizers, executors and assistants, who after the assassination staged the plan to execute the prosecutor and the one known as 'Rrumi'.
"Many Albanian citizens who are wanted hide from justice by taking refuge in this country. First, they hide from justice, i.e. the obligation they have against the court decisions that weigh on these citizens, but at the same time, in this case, they also have the opportunity to avoid the revenge of rival groups, but at the same time to organize in the state where they are located. , says Arben Braçe.
Another character, who is said to have frequented Dubai, is Ramazan Rraja, the grandson of the socialist MP Rrahman Rraja. He is wanted today as part of the criminal gang led by Plarent Dervishaj, who allegedly carried out the assassination attempt on the prosecutor's vehicle, Arjan Ndoj.
Earlier, Rraja was declared wanted by the police for the massacre with 3 killed at the Fushë-Kruja crossing at noon on July 17, 2022, but unable to find him, he was accompanied to the police on the very day he returned from the United Arab Emirates.
Endrit Dokle, is another underworld name, who has been recorded traveling to the United Arab Emirates. The ex-convict sentenced to life imprisonment as the leader of one of the factions of the Durrës gang, released on parole, was interrogated at least on two occasions during the 6 months of 2022, for the Fushë Kruja massacre and for the disappearance without a trace of Ervis Maretinaj.
But while Dizdari, Dervishaj, Rraja, or Dokle, are just some of the prominent names of Albanian crime who have chosen to escape the shackles by living in Dubai, law enforcement officers think that in this country, today they have found peace , two thirds, of Albanian criminals, who have open files and accounts with Albanian justice. They are said to have invested the dirty money of the crime in this country, buying real estate, as well as becoming with their capital an important part of the country's economy, a safe investment that allows them a short rehabilitation, without breaking the bank, but on the condition that they do not engage in criminal activities within the country.
"Dubai is a kind of capital and as a capital they have the opportunity not only to have greater access than they could have in a small area of the Emirates, but on the other hand to have meetings, to have talks, to have collaborations as well heads of world criminal groups who also choose Dubai for these reasons", says Fatjona Mejdini.
What makes the Albanian crime bosses in Dubai feel at ease is their non-extradition, a legal provision that is absent in the United Arab Emirates, which has given the opportunity not only to them, but also to many criminals from around the world to feel undisturbed in the Arab country. They can invite friends from abroad to their luxury suites, despite the fact that they themselves are already in a luxurious open prison, where they know very well that getting out of there, and returning to the places of crime, can lead to the handcuffing of theirs.
"Around 20 of them are located in the Emirates and from there they operate their operations, but we must not forget the fact that it is not only these 20, it is also their families, their friends who often join them, so this kind of community becomes bigger", says Fatjona Mejdni.
The difficulty of extraditing its criminals from Dubai is not only in Albania, but also in countries more powerful than ours.
In 2021, five international drug lords, wanted by the US, UK, France and Denmark, were put in handcuffs in Dubai. But they are also said to be very likely to be lucky enough to be released before their extradition is completed after their detention period is over.
"In the case of Dubai, there is no will from the foreign side to sign an extradition agreement. The consequences always bring the majesty of the attack on crime, bring the fact that has always penalized us that the world of crime is always a few steps ahead of the institutions of justice", says Arben Braçe./ News 24
